Bernalillo County is the sole New Mexico county with an emissions programme. Vehicles from the 1991 model year up to 10,000 lbs need to pass every two years and at change of ownership. Testing is at certified Air Care stations around the city, typically around $30, not at the MVD. Budget an extra trip for it.

Take the out-of-state title, the VIN inspection, the emissions certificate and proof of insurance to an MVD office or a private partner office. New Mexico registration is offered for one or two years — the two-year option saves a trip.

A valid licence from another US state usually converts with a vision test. A foreign licence commonly means the written knowledge test and possibly a road test — confirm your case before booking, because it decides how many visits you need. Work out whether ART, the buses or the Rail Runner reach you
ABQ RIDE runs the city bus network, the ART bus rapid transit line runs the length of Central Avenue through downtown, the university and Nob Hill, and the Rail Runner Express is a commuter train up the valley to Santa Fe. A commute along the Central corridor or into Santa Fe is genuinely doable without a car. Most other trips here are not.

Things most newcomers don’t know

Bernalillo County is the only county in New Mexico that tests emissions.

Statewide guides say New Mexico has no vehicle emissions programme, and for 32 of its 33 counties that is true. Albuquerque is the exception, and the requirement extends to commuters who enter the county 60 or more days a year. Newcomers routinely discover it at the registration counter, after driving across town without the certificate.

The private MVD partner offices are worth the fee.

New Mexico authorises private offices to deliver most MVD transactions alongside the state field offices. They charge a small convenience fee and are frequently far quicker. For a newcomer doing a VIN inspection, a registration and a licence conversion inside a 30-day window, paying to avoid three long queues is the obvious trade.

Vehicle theft is the local risk that should change your behaviour.

Albuquerque has for years ranked among the worst US cities for motor vehicle theft, concentrated in older, easily defeated models. The response is practical rather than anxious: a garage or driveway rather than street parking, nothing left visible, and a physical immobiliser on an older car. It also shows up in your insurance quote, so shop it rather than accepting the first number.

Altitude changes how a car behaves, and how you should drive it.

Naturally aspirated engines lose noticeable power at 1,600 m and more again climbing towards the Sandias, so overtaking distances are longer than you are used to. Cooling systems work harder on summer climbs, and the drop from the Crest back into the city is long enough to overheat brakes if you ride them rather than using a lower gear.
