The padrón is the municipal register of residents and its certificate unlocks the public health card, school places, your TIE appointment, the driving-licence exchange and residency renewals. You register at the ajuntament with your passport and proof of address — a rental contract, a utility bill, or a signed authorisation from the owner. Do it in your first fortnight. On the Costa Blanca there is a second reason: municipal funding and the number of Spanish-speaking officials at your town hall both track registered population, and a lot of long-term foreign residents here have simply never registered.

Spain's wealth tax is designed nationally and modified regionally. Andalusia and Madrid rebate it in full; the Comunitat Valenciana does not, so Alicante is a different position from Málaga or Seville on identical Spanish residency. What changed is the threshold: Ley 5/2025 raised the Valencian exempt minimum from 500,000 to 1,000,000 euros with effect from the 31 December 2025 accrual, on top of the separate allowance for a main home. Anyone who read a guide written before mid-2025 has the old number. Check the current figure with the Agència Tributària Valenciana before assuming either way.

Alicante province is where the Valencian public-private hospital concession model concentrated. Torrevieja's health department returned to direct public management in 2021 and Dénia's followed when its concession ended; the Elx–Crevillent department covering Vinalopó hospital had its concession extended rather than reverted. Care is public and free at the point of use in all of them, but the operator, the staffing and the IT systems differ, and moving a few kilometres can change which department you belong to. If you have an ongoing condition, ask which health department an address falls into before you sign a lease.

Spain's 2023 housing law lets regions declare 'stressed' rental zones where increases are capped, but the power sits with the autonomous community. The Comunitat Valenciana opened the procedure for Alicante, Valencia, Castelló and around eighty other municipalities in 2023 and the incoming regional government did not complete it. As of 2026 the declared zones are in Catalonia, the Basque Country, Navarre and Galicia — none in the Comunitat Valenciana. Advice that assumes a capped increase here is wrong; your protection is the ordinary indexation clause in your contract.

Torrevieja is well over half foreign-born, Orihuela is around a third, and the belt between them supports English-language doctors, estate agents, supermarkets and gestorías. It is genuinely possible to arrive and never need Spanish. The cost arrives later: hospital consultations, tax inspections, school meetings, court matters and anything at a police station all happen in Spanish, and the people who struggle most after five years are the ones who never needed it in year one. The other surprise is who your neighbours actually are — Ukrainians are now the largest single foreign nationality registered in Torrevieja, ahead of any western European group.

The Comunitat Valenciana's Decreto-ley 9/2024 tightened tourist-letting rules substantially: a new tourist-use dwelling needs a favourable municipal urban-compatibility report and the express consent of the community of owners, and registrations made since the 2018 tourism law now expire after five years and must be renewed. If part of your plan for a flat here is holiday letting, verify the registration status and the community's rules in writing before exchanging, not after.
