Baltimore City is an independent city — legally not part of Baltimore County, and not part of any county at all. That single fact determines your income tax rate, your children's school district, which police force answers, which court hears a dispute and which office issues your permits. Addresses in Towson, Catonsville or Dundalk say 'Baltimore' in the postal sense and are governed entirely separately. Check the jurisdiction of a specific address, not the mailing address, before you sign anything.

Every Maryland county and Baltimore City levies its own income tax on top of the state's graduated rates, collected through the same return. Baltimore City's rate sits at the statutory maximum, which is why a city address and a county address a mile apart produce visibly different take-home pay on the same salary. It follows where you LIVE on 31 December, not where you work. Confirm current state and local rates with the Comptroller of Maryland before modelling an offer.

Maryland is one of very few places in the United States where ground rent survives: you own the house, a separate party owns the land under it, and you owe them a small sum twice a year on a lease that is often 99 years with automatic renewal. It is common on Baltimore rowhouses. Leases must be registered with the Department of Assessments and Taxation, most are redeemable — meaning you can buy the ground rent out for a lump sum — and an unregistered one has consequences for the holder. Search the property on SDAT's real property database before closing, not after.

Maryland gives new residents 60 days to title and register a vehicle they brought with them, and the MVA runs an active enforcement campaign against people keeping out-of-state plates on a Maryland-garaged car. Vehicles registered in Baltimore City are also in the Vehicle Emissions Inspection Program, so a VEIP notice follows a few months after registration. Budget the excise tax charged at titling — it is assessed on the vehicle's value and is the single largest line in the process.

The Social Security Administration verifies your status against DHS records that lag entry by one to two weeks, so going in on day two usually wastes the trip. Only work-authorised people qualify; everyone else files IRS Form W-7 for an ITIN. The card is free.

Conditions here vary over a distance of one or two rowhouse blocks in a way that neighbourhood-level statistics completely conceal. A strong street beside a struggling one is normal, not an anomaly, and the city's long-running vacant-property problem means a block's condition can turn on how many houses are occupied. No amount of online research substitutes for walking the exact street you would live on, on a weekday evening as well as a Saturday morning.
