Puglia's regional income tax was raised in 2026 to cover the health-service deficit, and it now hits the legal maximum

Every Italian region levies an addizionale regionale IRPEF between 1.23% and a statutory ceiling of 3.33%. Puglia's was redetermined for the 2026 tax period by decree no. 3 of 28 May 2026, issued by the Regional President acting as commissioner to cover the deficit shown in the regional health service's fourth-quarter 2025 accounts, and published in the Gazzetta Ufficiale on 10 June 2026. The resulting scale is 1.33% up to €15,000, 2.13% to €28,000, 3.23% to €50,000 and 3.33% above that. Sicily, four hours down the coast, charges a flat 1.23%. This is the single largest tax difference between Bari and the other southern Italian cities in this app, it is not visible on any relocation calculator, and it is directly connected to the hospital budget — which makes it the rare tax fact that also tells you something about the service.

The comune softens it: Bari exempts the first €15,000 from its own surcharge

The municipal surcharge in Bari is the ordinary 0.8%, applied under a delibera of 31 July 2012 and confirmed each year since, with taxable income up to €15,000 exempt entirely. That is the most generous exempt band of the four cities added here — Catania exempts €7,500, Genoa €14,000, and Palermo has no exempt band at all. On a modest salary the municipal side of the bill is therefore nothing; on a good one, the regional side more than makes up for it. If you are negotiating a gross salary, model both surcharges rather than assuming the national rate is the whole story.

Four different railway companies run out of Bari Centrale, and they do not share a ticket

Trenitalia runs the national network. Ferrotramviaria runs the Bari Nord line, including the link to Karol Wojtyła airport. Ferrovie del Sud Est runs the lines into the Valle d'Itria and the Salento. Ferrovie Appulo Lucane runs south-west to Altamura and Matera. Four operators, four sets of tickets, four apps, and platforms that in some cases are in a different part of the station complex. Nothing about this is signposted for a newcomer, and a regional ticket bought from the wrong one is simply not valid. Work out which company serves the route you will actually use before you try to buy a season ticket.

The Puglia health service is the thing your extra tax is paying for, and it is under pressure

Health here runs through Regione Puglia and, in the city, ASL Bari and the Policlinico di Bari, the region's main teaching hospital. The 2026 surcharge increase exists because the regional accounts to the fourth quarter of 2025 showed a health-service deficit that triggered the automatic recovery mechanism. That is the honest framing to give a newcomer: the care is a national entitlement, the hospitals are real and the Policlinico is a serious institution, and the regional finances are strained enough that the recovery mechanism has been engaged. Expect waiting times that vary sharply by facility, and get into the habit of asking the CUP for the earliest slot anywhere in the region rather than the nearest.

Bari is a working port to the Balkans, and that shapes the city more than tourism does

The port handled around 1.6 million ferry passengers and 4.2 million tonnes of cargo in 2025, with year-round sailings to Greece, Albania, Montenegro and Croatia alongside a growing cruise business. Practically, that means a large, long-established Albanian and Greek community, direct overnight routes that make a weekend in Durrës or Corfu genuinely easy, and a logistics and shipping-services economy that is a real employer rather than a tourism sideline. It also means the seafront belongs to the port for a good part of its length, which is worth knowing before you picture a promenade.

The old town and the Murat grid are two different cities with one postcode

Good to know

Bari Vecchia is the medieval peninsula: San Nicola, the cathedral, lanes that were genuinely rough within living memory and are now heavily restored, short-let and busy at night. The Murat quarter behind it is a nineteenth-century Napoleonic grid of wide straight streets, solid apartment blocks, lifts and shops. They are five minutes apart and are entirely different propositions to live in — the first is beautiful and loud with unpredictable buildings, the second is unremarkable and works. Most arrivals romanticise the first and end up in the second, and that is usually the right sequence to discover in that order.
