The white card, the unified permit, and why none of this is EU law

Two things happen in parallel. First, the white card: police registration of your address, required of every foreigner on arrival and repeated on every change of address. Second, the unified residence-and-work permit — since the 2023 amendments took effect in February 2024, one electronic application to the Ministry of Interior produces one biometric card covering both residence and work, valid up to three years, with a fifteen-day statutory decision deadline. Permanent residence follows after three years of continuous residence, down from five before the reform.

    Register the white card on arrival

    A hotel or registered accommodation does this for you and hands you the slip. In a private flat, you or the landlord present at the police station covering the address with the lease, the owner's ID and the property document. Do it immediately — the slip is required downstream and there is no way to backdate it.

    Establish the ground and assemble the documents

    Employment means a contract and, for ordinary roles, a labour market test by the National Employment Service. Directing your own Serbian company avoids the labour market test but makes you a company officer with Serbian filing obligations. Property ownership is a recognised ground with no minimum price but confers no work rights.

    Since February 2024 applications for the unified permit are filed electronically rather than over a counter. Scans must meet the portal's format requirements and a rejected upload restarts rather than pauses the process. Budget time for the document preparation, not for the decision.

    The permit is issued as a personalised biometric card with a chip and a qualified electronic certificate — a genuine upgrade on the sticker it replaced. The statutory decision deadline is fifteen days from a complete application.

    Re-register the white card whenever you move

    The registration follows the address, not the person. Moving flat, or in some cases returning after a long absence, means doing it again. This is the single most commonly missed obligation among foreign residents in Belgrade.

    Track the three-year permanent residence clock and the absence limits

    Permanent residence is available after three years of continuous residence on temporary residence or a unified permit. Continuity is broken by absences beyond the permitted limits — broadly not more than ten months in total across the period, and no single absence longer than six months. Keep a travel log from day one.

Things most newcomers don’t know

The 2023 reform merged two procedures, tripled the maximum validity and halved the wait for permanence — and most guidance predates it.

Before February 2024 you needed a temporary residence permit and a separate work permit, each valid for one year, and permanent residence required five years. The amendments in force from 4 August 2023, applying from 1 February 2024, produced a single electronic application, one biometric card valid up to three years, a fifteen-day decision deadline and a three-year permanent residence qualification. Anything describing annual renewals and a five-year wait is describing the old system.

The white card is the obligation foreigners in Belgrade break most often, usually without realising.

Registration attaches to the address rather than to you, so it has to be redone every time you move — and people who move from a hotel into a flat, or between flats, frequently do not. It is required at the residence permit application and asked for at other counters. Landlords who let undeclared may be reluctant to attend the police station, which is a reason to establish willingness before signing rather than after.

Directing your own Serbian company is the most common route, and it is a heavier commitment than it looks.

Setting up a company and appointing yourself director is a recognised ground for the unified permit and sidesteps the labour market test, which is why so much of the post-2022 relocation cohort took it. What it also does is make you a Serbian company officer with monthly payroll, contribution and filing obligations, an accountant on retainer, and personal exposure to how the company is run. It is legitimate and widely used; it is not the light-touch option it is marketed as.

Property ownership is a residence ground with no minimum price — and no work rights.

Serbia recognises real estate ownership as a basis for temporary residence and, unusually, prescribes no minimum investment. That makes it far cheaper than any golden-visa programme in Europe. The catch is precise: it authorises residence, not work. Someone who buys a flat expecting to then take Serbian clients or a Serbian job needs a different ground on top of it. Reciprocity rules also restrict foreign ownership for some nationalities, so check before signing a purchase contract.

Common mistakes to avoid

  • Never registering the white card, or failing to re-register after moving flat.
  • Assuming an EU concept — Blue Card, single permit, long-term resident status — exists in Serbia.
  • Treating the company-director route as administratively light.
  • Buying property expecting it to authorise work as well as residence.
  • Losing continuity for permanent residence through absences nobody was counting.
