Start the validity declaration before you leave home
DTSER will not act without an attestation that your licence is genuine and current, from the issuing authority or that country's embassy in Luanda. Nothing in Angola accelerates it, and from Benguela the embassy route is a courier relationship rather than a walk-in. Request it while you are still in the country that issues it.

It has to be issued in Angola — a home-country medical does not substitute. Ask specifically for the driving-licence certificate; it is the form that matters.

Learn the one road this province runs on
Benguela, Catumbela and Lobito sit on a single coastal axis of about 30 km, carrying commuters, port traffic and heavy corridor freight together. It is the commute, the school run and the freight route at once. Drive it at 7:30 on a weekday before choosing where to live, and expect the rehabilitation works the provincial government keeps announcing to be somewhere on it.

Treat inland roads and unmade verges with real caution
The road up onto the planalto toward Huambo is the province's main inland link and is a serious mountain road, not a highway. UK government advice for Angola is to avoid driving at night outside urban centres, to use a roadworthy 4x4 and to travel in convoy where possible, and warns that mines and unexploded ordnance remain outside major cities and can shift in the rains. Stay on established routes.

Things most newcomers don’t know

The province is a corridor, and so is its traffic.

Benguela–Catumbela–Lobito is one axis serving two cities, an airport and a working deepwater port whose rail freight is ramping up under the 2023 concession. Commuter traffic and heavy freight share the same road. That is the single biggest liveability variable here, and it is invisible in a rent listing.

The licensing authority is the police.

DTSER sits inside the Polícia Nacional rather than a transport ministry, so the counter is a police counter: documents are checked rather than processed. Arrive dressed and behaving as you would at a police station, with originals.

Your embassy is in Luanda and the declaration routes through it.

Almost no country maintains a mission in Benguela. The validity declaration, and most legalisations, are a capital-city errand. Plan for courier or a trip rather than assuming you can walk it in locally.

Fuel is on a stated upward path.

Angola began withdrawing fuel subsidies on 2 June 2023, when petrol went from AOA 160 to AOA 300 a litre; diesel reached AOA 420 in June 2026. In a province where you will drive daily, cost that on a rising line rather than the historic price.
