Roughly 90,000 students in a comune of under 400,000 people means the housing market clears in July, August and early September and is nearly empty the rest of the year. Rooms in shared flats at €400–650 are the dominant product; whole one-bed flats are scarcer and priced accordingly. Idealista put Bologna at €17.5 per square metre in the second quarter of 2026 — below Milan, Florence and Rome but rising faster than any of them. If you are arriving for a job rather than a course, look in spring or late autumn when you are not competing with the intake, and expect landlords to default to a student contract shape you may not want.

The tax code is free, same-day at an Agenzia delle Entrate office with a passport, and required before a lease, a bank account, a SIM or SSN registration. In the first fortnight of September the Bologna offices absorb several thousand new students at once. Non-EU nationals arriving on a sponsored work or family visa are usually assigned one at the Sportello Unico instead.

Non-EU arrivals on a long-stay visa collect the yellow kit at a Poste Italiane counter marked 'Sportello Amico', complete it, attach a €16 revenue stamp from a tobacconist and hand it back with roughly €30 in fees. The postal receipt is your proof of lawful stay while the Questura di Bologna processes it, and it is legally sufficient for work, banking and residence registration. The clock runs from entry into Italy, not from finding a flat — a hospitality declaration from whoever is putting you up is enough to file.

The 3+2 canone concordato caps the rent under an agreement between landlord and tenant associations, and gives the landlord cedolare secca at 10% instead of 21% because Bologna is a high-tension housing municipality. Bologna's territorial agreement is unusually well developed and widely used, partly because the comune actively promotes it. The catch is that the contract needs an attestation from a landlord or tenant association to be valid — without it the tax benefit is lost and the rent cap may be unenforceable. Ask for the attestation, not just the contract type.

Since January 2024 Bologna has applied a 30 km/h limit across most of its street network, the first large Italian city to do so, with higher limits retained on a small number of arterial roads. It is enforced by camera and patrol, and the fines apply to foreign plates through the usual international recovery route. Separately, the historic centre sits inside a camera-controlled ZTL. The practical consequence for a newcomer is that a car saves almost no time inside Bologna, while the city is unusually good for cycling and the porticoes make walking pleasant in rain and August sun alike.

Regione Emilia-Romagna consistently sits at the top of the national assessments of health service performance, and Bologna's Sant'Orsola is one of Italy's largest teaching hospitals. The comune is likewise better digitised than most — much of the anagrafe, school and tax business can be done online with SPID. This is worth knowing because a lot of general advice about Italian bureaucracy is written from the experience of much slower cities, and applying it here means queueing for things you could have done from a laptop.
