Getting set up in Italy
The permesso chain, and registering residence in eastern Sicily
The chain is the national one — nulla osta for sponsored work, a type-D visa, entry, then a permesso di soggiorno filed on paper at a post office within eight working days. Sicily's special statute changes nothing about it. What is local is the documentary base: a lease not registered with the Agenzia delle Entrate cannot support residence registration, and residence is the gate to the health card, the driving-licence clock and the evidence you need at renewal. Catania's other local wrinkle is that its Questura serves the whole eastern half of the island, including a large seasonal agricultural workforce, so appointment lead times are long.

EU licences work indefinitely. Licences from countries with a reciprocity agreement convert administratively; everyone else sits the Italian theory and practical exams, in Italian, within twelve months of registering residence. Catania then adds two local conditions. The first is ordinary: a limited-traffic zone over the baroque centre and scarce parking. The second is not — several times a year the city gets a fall of volcanic ash, which is slippery for two wheels, abrasive on paint and glass, and the subject of comune ordinances that restrict scooters and tell residents to sweep their own frontage.

You need a codice fiscale for any account, and banks distinguish between resident and non-resident accounts with the latter costing more. A digital bank is the fastest route to a working Italian IBAN. The specifically local point is that a documented payment trail is worth more to you than to a Catanese: in a labour market with a large informal share, a bank record of salary and rent is what evidences income and address for a permit renewal, a family reunification or any credit application.

SSN registration is compulsory and free for employees, the self-employed and their families, and voluntary for students, elective residents and some permit holders — who since 1 January 2024 pay an income-based contribution with minimums of €700 for students, €1,200 for au pairs and €2,000 for most other adults. Sicily's difference is organisational: as an autonomous region it runs nine Aziende Sanitarie Provinciali, so here you register with ASP Catania, not an ASL. The genuinely local health variable is air quality after an ashfall, which matters to anyone with asthma or another respiratory condition.

Italian mobile is cheap and every SIM, prepaid included, must be registered against an identity document and a codice fiscale. Fibre coverage across Catania's twentieth-century districts is good; in the baroque centre it is patchier, because the buildings are massive lava-stone structures that are awkward to drill and were subdivided long before anyone thought about cabling. The other local point is practical rather than technical: when ash closes Fontanarossa, everything you would have done in person becomes a video call, so the connection is the contingency plan.

Residence for tax follows anagrafe registration or having your habitual abode or centre of interests in Italy for more than 183 days in the calendar year, and residents are taxed on worldwide income. Catania's local load is among the lightest of any large Italian city: Sicily applies the national floor regional surcharge of 1.23% flat, and the comune applies the ordinary 0.8% with taxable income up to €7,500 exempt entirely. Set against that, the 7% flat tax for foreign pensioners covers Sicily but excludes any comune over 30,000 inhabitants — a threshold raised from 20,000 in April 2026 — so Catania itself does not qualify.

What to know before you go
Etna's ash is a routine part of the year, not an emergency you will face once
CriticalEtna is one of the most continuously active volcanoes on earth and INGV's Osservatorio Etneo monitors it around the clock, issuing VONA colour codes for aviation. When ash is in the air the code goes red and Catania-Fontanarossa — the busiest airport in Sicily and the practical gateway to the whole east of the island — suspends or heavily restricts flights. The eruption that began on 5 July 2026 from a vent on the eastern flank of the Voragine crater put a column roughly four kilometres up, closed the airport across 6 July and was downgraded to orange on the 7th. That is a normal year here rather than an exceptional one. Plan international travel with a buffer, buy tickets you can change, and treat 'the airport is closed' as a thing that happens rather than a disaster.
Ash on the ground is a household chore with legal edges
ImportantFallen ash is abrasive, slippery on two wheels, and blocks gutters and drains within hours of a rain shower. The comune issues ordinances after significant falls that typically restrict two-wheelers, ask residents and businesses to sweep their own frontage, and forbid washing ash into the drains — it sets like cement in the sewer. Practically: keep a stiff broom and a dust mask, do not use windscreen wipers on a dry ashed windscreen unless you want to replace the glass, and check whether your building's condominio has an arrangement for clearing the roof and the courtyard. Cars parked outside through a heavy fall come out looking sandblasted, because they have been.
Catania taxes a first slice of income at nothing, where Palermo taxes from the first euro
Good to knowBoth cities sit in Sicily, so both pay the region's flat 1.23% addizionale regionale — the national floor, where Lazio and Campania charge 3.33%. The municipal surcharge is where they diverge. Catania levies the ordinary 0.8% and exempts taxable income up to €7,500 entirely, under a delibera dating from 2019 and confirmed for the current year. Palermo levies 1.03% with no exempt band at all. On a modest salary the difference is real money, and on the standard relocation calculator it is invisible, because almost none of them model the municipal band.
In Sicily the local health authority is an ASP, and here it is ASP Catania
CriticalSicily is an autonomous region with a special statute and runs its own health service through the Assessorato regionale della Salute and nine Aziende Sanitarie Provinciali. You register with ASP Catania at the distretto covering your address, choose a medico di medicina generale from the local list, and get a tessera sanitaria posted to your registered address. Everything written for the mainland says ASL, which is the correct word in Lombardy and the name of nothing at all here. The entitlement is national and identical — Catania also has the Policlinico attached to the university and the Cannizzaro and Garibaldi hospitals — but the search terms, the forms and the websites are Sicilian.
The building's age matters more than its address in a high-hazard seismic zone
ImportantEastern Sicily carries one of the highest seismic hazards in Italy — the 1693 Val di Noto earthquake destroyed the city and is why the entire centre is a single, coherent baroque rebuild in black lava stone. Modern Italian building codes are demanding, and stock built or substantially retrofitted since the current classification is a different proposition from an un-retrofitted 1960s block. Ask when the building was built, whether it has had structural work, and whether it holds an APE energy certificate and any seismic classification documentation. This is a normal question for an Italian agent and an unusual one for a foreigner, which is exactly why it is worth asking.
The semiconductor cluster is the reason Catania has a high-skill private job market at all
ImportantThe 'Etna Valley' name is thirty years old and mostly marketing, but the substance underneath it is real: a large STMicroelectronics manufacturing and research site, a silicon-carbide programme drawing significant public investment, and a supply chain of engineering and services firms around it, feeding off the University of Catania's engineering and physics faculties. Outside that cluster, tourism, the port, the university and the public sector are the employers, and pay across all of them is Sicilian rather than northern. For an engineer it is one of very few genuine high-skill destinations in southern Italy. For most other professions the honest advice is to arrive with your income already sorted.

Piazza del Duomo & u Liotru
Landmark · Centro storico
The heart of the 1693 rebuild: a cathedral of black lava and white limestone, and a Roman-era basalt elephant carrying an Egyptian obelisk in the middle of the square.
Local tip: The elephant is the city's emblem and the subject of enough folklore to fill an evening. Go up the Chiesa della Badia di Sant'Agata's dome terrace next door for the only view that shows you how completely the baroque centre was built as one piece.
A Piscaria — the fish market
Food · Behind Piazza del Duomo
A shouting, wet, entirely unromantic morning fish market in the arches under the cathedral square, running six days a week since the nineteenth century.
Local tip: Go before nine, and go on a weekday. The stalls at the back — past the fish and into the meat and produce — are where the actual food shopping happens. Several trattorie inside will cook what you have just bought.
Etna's northern and eastern slopes
Nature · 25–40km north of the city
A working volcano with vineyards on its lower flanks, pine and birch forest above them, and a lunar summit zone above 2,000 metres.
Local tip: The Circumetnea narrow-gauge railway loops the volcano through the villages and is a far better introduction than a summit jeep. Access above the Rifugio Sapienza is regulated and closes at short notice on INGV advice — check before you drive up, not when you arrive.
Via Etnea & Villa Bellini
Neighborhood · Running north from the Duomo
A three-kilometre straight line laid out after 1693 to point at the volcano, with the nineteenth-century public garden halfway up it.
Local tip: Villa Bellini's upper terrace is where the city goes at dusk, and the view straight up via Etnea to the mountain on a clear evening is the single best free thing in Catania. Much of the street is pedestrianised at weekends.
Aci Trezza & the Riviera dei Ciclopi
Nature · 10km north along the coast
Basalt sea stacks off a fishing village, formed by an ancient lava flow and cast in Homer as the rocks Polyphemus threw at Odysseus.
Local tip: The stacks are a protected marine area with good, cold, deep swimming off the rocks — there is no sand. Aci Castello a kilometre south has a Norman castle built directly on a lava plug and is the better place to eat.
Monastero dei Benedettini
Hidden gemCulture · Piazza Dante, west of via Etnea
One of the largest Benedictine monasteries in Europe, built over a 1669 lava flow, bombed in 1943, and now the university's humanities faculty.
Local tip: The 'Officine Culturali' tours take you into the lava-buried basement kitchens and up onto the roof, and are run by the students who study there. Almost no visitor to Catania sees it, which is remarkable given it is a few hundred metres from via Etnea.
