Any foreigner staying over three months must hold the card issued by the DPETV, and enforcement is live rather than theoretical: police ran intensified document checks across Dakar neighbourhoods in November 2025, intercepting Nigerien, Congolese and Gabonese nationals among others. ECOWAS citizenship exempts you from the establishment authorisation and the repatriation bond — it does not exempt you from the card.

The city occupies a headland that narrows toward Plateau, so everything converges on two corridors — the autoroute à péage and the VDN. The BRT's electric buses and the TER between Dakar and Diamniadio are the two ways to defeat this; the TER runs every 10 minutes on weekdays from 05:30 to 21:00 for XOF 1,500 in second class. Drive your commute at 08:00 on a Tuesday before you sign anything.

Dakar gets almost all its rain between July and October, and the flooding that follows lands hardest on the low-lying suburbs — Pikine, Guédiawaye, Keur Massar, Yeumbeul. Higher ground on the Plateau, Point E, Mermoz and the Almadies largely escapes it. Ask the neighbours, not the agent, what the street looked like last August, and never take a ground floor on a sandy depression.

Salaam aleekum, then na nga def, then the family, then the business. Greet every person in the room individually, shake with the right hand, and expect the handshake to last longer than you are used to. In an office this is not small talk — it is the part of the meeting that decides how the rest goes.

Wave launched in Senegal in 2018 with free person-to-person transfers and a flat 1% withdrawal fee, and forced Orange Money to answer. Between them they carry the overwhelming majority of everyday payments — rent, salaries, market stalls, school fees. Cards work in supermarkets and hotels and almost nowhere else. Open a wallet on day one; the bank account can wait a month.

The Grand Magal takes several million people to Touba on 18 Safar — Sunday 2 August in 2026 — and the Tijani Gamou takes another crowd to Tivaouane weeks later. Roads out of Dakar are solid for two days either side, offices thin out, and domestic help disappears. Neither date sits on a Gregorian calendar, so check them each year rather than assuming last year's week.
