Before you start
- A valid QID (residence permit) — you must be a resident first
- Your original, valid foreign driving licence
- A No-Objection Certificate (NOC) requested via Metrash2
Step-by-step

Find your country's category
Three buckets: (a) a published list of roughly 33–38 countries that direct-exchange with NO test (most of Western Europe, the UK, US, Canada, Australia, New Zealand, plus Japan, Singapore, South Korea, Hong Kong, Brunei and Malaysia); (b) road test only, skip driving school; (c) eligible for a shorter (half) training course. Published versions of the list differ, so have a driving school or the Traffic Department confirm your bucket before you pay for anything.

Direct exchange — or sit the test
Eligible countries: submit documents and collect the Qatari licence the same way. Everyone else: pass the practical road test (GCC licences now fall here). Pass and the licence is issued.

Things most newcomers don’t know
GCC licences are NO LONGER a free pass (changed 2024).
Until late 2023, a Saudi/UAE/Kuwait/Bahrain/Oman licence exchanged directly. Now GCC holders must sit a road test — yet most websites and Reddit threads still say otherwise.

Automatic vs manual on your test sets your driving rights.
Pass in an automatic car and your Qatari licence is automatic-only; pass in a manual and you're cleared for both.

If your old licence photo shows glasses, wear them in your new photos.
Mismatched eyewear between licence and photos gets applications bounced.

Don't lean on an international permit once you're a resident.
An IDP/foreign licence only covers you briefly; once resident you're expected to convert promptly — driving on the wrong licence risks insurance and fines.

Common mistakes to avoid
- Assuming a GCC licence still exchanges directly — it doesn't since 2024
- Starting at the Traffic Department when an approved driving school is the usual front door for conversions
- Trusting an outdated country list — published versions disagree and the categories genuinely change
