El Paso and Hudspeth counties sit in the Mountain time zone; Dallas, Houston, Austin and San Antonio are all an hour ahead on Central, all year round. Every Texas-wide conference call, state agency deadline and televised kickoff is quoted in Central time and it is your job to subtract the hour. Ciudad Juárez across the river shares your clock — Chihuahua's border municipalities were permitted to keep the US daylight saving schedule after Mexico abolished DST nationally in 2022 — but the interior of Chihuahua and most of Mexico are not on that schedule, so a call to Mexico City is a separate calculation again. Set your calendar to America/Denver, not to a fixed offset, and check the time zone on every invitation you accept.

El Paso Electric operates in the Western Interconnection, outside ERCOT, as a rate-regulated investor-owned utility whose rates are set by the Public Utility Commission of Texas. Practically: there is no retail electric choice here, so every guide telling you to shop for a Texas electricity plan is wrong at this address; you open an account with El Paso Electric and that is the whole decision. It also means El Paso was not part of the isolated grid that failed catastrophically in the February 2021 freeze, and can draw on the western interconnection in a way most of Texas cannot. It is one of the few things about living in Texas that is genuinely better out here.

El Paso County has been in the Texas vehicle emissions inspection and maintenance programme since 1 January 2007, alongside the Dallas-Fort Worth, Houston and Austin areas; Bexar County only joins in November 2026 and the rest of the state has nothing. Separately, Texas abolished the annual safety inspection for non-commercial vehicles on 1 January 2025 and replaced it with a flat inspection programme replacement fee collected at registration. So the safety test went away statewide and the emissions test stayed here — and failing or skipping it blocks your registration renewal. Confirm the current requirement with TCEQ or the county tax office before your first renewal.

Texas levies no personal income tax and voters put a prohibition on one into the state constitution in 2019. The money comes from property instead, and El Paso County carries more taxing units than most: city, county, a school district, a hospital district funding University Medical Center, a community college district, emergency services districts and various others — the City of El Paso's consolidated tax office collects on behalf of dozens of them. The combined rate on an El Paso parcel is materially higher than on a comparable Bexar or Travis County one, and renters pay it through the rent. Check the specific parcel with the El Paso Central Appraisal District rather than reasoning from a statewide average.

Texas has the highest uninsured rate in the country, has not expanded Medicaid and runs no state marketplace, so a working-age adult on a low income can fall into a coverage gap with nothing beneath it. What El Paso has that softens this is a genuine public system: University Medical Center of El Paso is the county hospital district, funded partly by the property tax above, with a financial assistance programme for eligible residents, plus El Paso Children's Hospital and a dense network of federally qualified health centres charging on a sliding scale. Register while you are healthy rather than from an emergency department, and if your employer offers a plan, take it in the new-hire window.

The Social Security Administration verifies your status against DHS records that lag entry by one to two weeks, so going in on day two usually wastes the trip. Only work-authorised people qualify; everyone else files IRS Form W-7 for an ITIN. The card is free, and Texas licensing sits downstream of it.

El Paso has six ports of entry to Ciudad Juárez — Paso del Norte, Stanton-Lerdo, Bridge of the Americas, Ysleta-Zaragoza, Tornillo-Guadalupe and Santa Teresa in New Mexico — and a large share of the metro's workforce, shoppers and families cross regularly. Northbound waits are the constraint and they swing from minutes to hours with no warning. CBP publishes live wait times by lane, and SENTRI membership buys a dedicated lane that is often the difference between a 15-minute crossing and a 90-minute one. Applications involve a background check and an in-person interview and are not quick, so start early if crossing is going to be part of your life. Non-citizens should confirm how their own status interacts with re-entry before making a first casual trip across.

El Paso sits in the Chihuahuan Desert on roughly 230 mm of rain a year, drawn from the Rio Grande and two aquifers, and El Paso Water runs the largest inland desalination plant in the world — a joint project with Fort Bliss — turning brackish Hueco Bolson groundwater into supply. Outdoor watering is restricted by ordinance and the utility means it. The counterpart risk is the monsoon: July to September storms drop a large share of the annual rainfall in minutes onto ground that does not absorb it, and the arroyos and underpasses flood fast. Never drive into water in a wash, whatever the vehicle.
