Accept that there is no remote-work visa for India
Goa's reputation as a remote-work destination is built almost entirely on Indian nationals and on foreign nationals on tourist visas doing something they should not. A tourist visa does not permit work of any kind, including remote work for a foreign employer once you are resident here. The lawful salaried route is the employer-sponsored employment visa.

Apply through the Indian Visa Online portal and submit at the Indian mission or its outsourced centre where you live. The employer supplies the appointment letter, company registration proof and salary commitment.

Register at indianfrro.gov.in against the office covering Goa. Upload passport, visa, photograph, employment letter and Goa address proof. Goa's registration is administered through the Foreigners Branch at Goa Police headquarters in Panaji, opposite Azad Maidan.

Make sure your landlord files Form C
Anyone accommodating a foreign national — hotel, guesthouse or private landlord — is legally required to report the stay to the authorities on Form C. In Goa this is genuinely enforced. A landlord who will not do it is a landlord who will create a problem for you later.

Things most newcomers don’t know
Goa has India's largest long-stay foreign population, and its enforcement reflects that history.
Decades of foreign nationals living here semi-permanently on repeated tourist visas produced a police apparatus that actually checks. Landlords are expected to file Form C, guesthouses are audited, and the Immigration and Foreigners Act 2025 sharpened both host reporting duties and penalties. Advice that works elsewhere in India — register eventually, sort the address out later — is materially riskier here than in Hyderabad or Ahmedabad.

Goa is registered through the Goa Police foreigners branch, not a full FRRO.
India has fifteen full Foreigners Regional Registration Offices and Goa is not one of them; on the Bureau of Immigration's own jurisdiction table Goa sits under FRRO Mumbai, alongside Maharashtra, Madhya Pradesh and Chhattisgarh. Day-to-day registration is done locally by the Foreigners Registration Office — the Foreigners Branch at Goa Police headquarters in Panaji, opposite Azad Maidan. In practice e-FRRO handles the application online regardless, but if you are called in you are dealing with a police branch rather than a dedicated immigration office, and anything the branch escalates goes to Mumbai.

A landlord who will not file Form C is telling you something about the property.
Reporting a foreign occupant is a legal duty on the person providing accommodation, and in Goa it is enforced. A landlord who resists is usually letting something they should not be — an unregularised structure, a comunidade plot, a CRZ-affected building or a property they do not hold clean title to. Treat refusal as a red flag about the property rather than as a favour being asked of you.

The 'digital nomad in Goa' picture is mostly Indians, and the distinction matters legally.
Indian citizens can work remotely from Goa freely; foreign nationals cannot work on a tourist visa, and there is no Indian equivalent of Portugal's or Thailand's nomad visa. The visible community that makes Goa look like a nomad hub is largely domestic. Foreign nationals who copy that lifestyle without a work visa are in a materially different legal position from the person sitting next to them in the coworking space.
