Confirm your employer is an IND-recognised sponsor before signing
The highly skilled migrant and scientific researcher routes are legally open only to employers on the IND's recognised sponsor register, and the IWCN's IND services are directed at exactly those categories. The RUG, the Hanzehogeschool, the UMCG, Gasunie and the larger IT employers are all long-standing sponsors. A Zernike spin-out of eight people may not be. The IND's legal decision period is 90 days and recognised-sponsor filings are usually decided well inside it.

Book the International Welcome Center North appointment from abroad
The IWCN on Kreupelstraat serves internationals across the three northern provinces and combines municipal registration with an IND service point. Book as soon as your address is fixed rather than after you land — this appointment is the critical path for salary, insurance and banking. If your category is not covered by the IWCN's IND services, you will be registering with gemeente Groningen and doing IND business separately.

Attend, register in the BRP and collect your BSN
Bring your identity document, residence permit card or MVV where applicable, your signed tenancy contract and your original birth certificate. Registration in the Basisregistratie Personen produces the BSN. If your address is a room in a shared house you also need the main occupant's written consent and a copy of their ID — in a city where a quarter of the population is a student and rooms dominate the market, this is the most common reason an appointment fails on the day.

Apply for DigiD and wait for the postal code
With a BSN and a registered address, apply at digid.nl. An activation letter arrives by post in about three working days, so your name has to be on the letterbox — a missing nameplate on a shared student house door is a common and entirely avoidable delay. Add the DigiD app once activated; it is now the default for most services.

Know that a non-resident registration exists and is not what you want
Gemeente Groningen also operates RNI registration for people who will be in the Netherlands for less than four months. It issues a BSN without putting you in the BRP, which sounds convenient and is a trap for anyone actually moving here: an RNI registration does not give you a registered address, and a great deal — housing benefit, huisarts registration, some banking — keys off the BRP rather than the number. If you are staying, register properly.

Things most newcomers don’t know

The IWCN's IND services are gated on your employer being a recognised sponsor, not on you being international.

The centre's one-meeting model — register, give biometrics, collect the permit — is for highly skilled migrants, scientific researchers, intra-corporate transferees, orientation-year holders, Blue Card holders and their families, where the employer is a recognised sponsor. Everyone outside that set registers with the gemeente and deals with the IND separately, and the nearest desk is Zwolle. Establish which side of that line you are on before you book anything.

One centre covers three provinces, which is convenient and is why the calendar is tight.

The IWCN serves internationals across Groningen, Friesland and Drenthe rather than one municipality. That concentration is what makes the combined municipal-and-IND meeting possible at all in a region this size, and it is also why slots are scarce at the start of the academic year. Book from abroad the moment your tenancy start date is fixed.

An RNI registration gives you a BSN without giving you an address, and people take it because it is faster.

The non-resident register exists for stays under four months and produces a BSN quickly. Newcomers who cannot get a BRP appointment sometimes reach for it. The number works for payroll; almost nothing else does, because huisartsen, allowances, housing benefit and some banks key off BRP registration at an address. Fixing it later means doing the full registration anyway, having lost the time.

The expat scheme has its own wage norm, separate from the IND salary threshold, and academic packages frequently clear one and fail the other.

The IND assesses the permit on your contractual gross salary. The Belastingdienst applies a different minimum taxable-salary norm for the expat ruling, and that norm is being raised for people who entered from 2024 onward. There is a reduced norm for people under 30 with a master's degree, which matters in a city with this many postdocs. Have payroll confirm both current figures against your offer in writing before you sign.

Common mistakes to avoid

Assuming the IWCN can do your IND business when your employer is not a recognised sponsor, and losing the slot.
Taking an RNI registration because it is quicker, then discovering it does not count as living somewhere.
Signing for a room whose main occupant will not give written consent for you to register, which leaves you legally unregistered.
Bringing a birth certificate that has not been legalised or apostilled and translated, which the gemeente can and does refuse.
Booking an appointment in late August or September along with 60,000 returning students.
