SIAPA supplies much of the metro area on a rotating schedule rather than continuously, and the roster is granular — two streets in the same colonia can be on different days. A building with a working aljibe, pump and rooftop tinaco makes tandeo invisible; a building without them means no water for stretches of the week. Ask the landlord directly what the tandeo day is and whether the cistern was cleaned, and treat vagueness as a red flag. Lake Chapala supplies roughly 60% of the metro area's water and it started the 2026 rainy season around 64% full, better than a year earlier — and SIAPA still logged more than 5,600 supply complaints in the first five months of 2026, up from about 4,500 in the same months of 2025.

Unlike Mexico City, which issues a permanent licence off a 20-question online quiz, Jalisco requires both a written knowledge exam and a practical driving test for a first licence, and the licence expires rather than lasting for life. Budget for a lesson at a local school if you have never driven a manual or never driven in Mexican traffic. Arriving from CDMX and assuming the process transfers is one of the more common newcomer errors here.

Verificación Responsable applies in all nine municipalities of the Área Metropolitana de Guadalajara — Guadalajara, Zapopan, Tlaquepaque, Tonalá, Tlajomulco, El Salto, Juanacatlán, Ixtlahuacán and Zapotlanejo — and in several other Jalisco municipalities besides. Your two-month slot is set by the last digit of your plate. If you have paid the year's refrendo the test is free; if you have not it is MXN 500, or MXN 550 if you turn up outside your window. Missing it is a fine of 20 to 25 UMAs, roughly MXN 2,300 to 2,800, so this is not a formality you can quietly skip.

Guadalajara is one city in conversation and nine separate municipal governments in practice. Your predial (property tax) rate, rubbish collection, municipal police, parking rules, business licences and even the discounts for paying early all come from Zapopan or Tlaquepaque or Guadalajara proper, not from 'Guadalajara'. When someone tells you a rule, the first question is always which municipio they are describing.

From roughly June to October the weather is dry all day and then dumps in the late afternoon, often with hail. Underpasses along López Mateos, Lázaro Cárdenas and Patria flood fast and cars are regularly written off in them. Never drive into standing water, keep an eye on the Protección Civil alerts, and expect a commute that normally takes twenty minutes to take an hour twice a week in August.

Guadalajara sits at 1,566 m in a shallow basin, and in the cool dry months thermal inversion traps traffic and industrial particulates over the metro area. Mornings in January and February regularly register poor air quality readings. If anyone in the household has asthma, factor it in when choosing between the leafy west side and the corridors along Periférico.
