Getting set up in Israel
Residency: aliyah, or an employer-sponsored B/1
If you, a parent, a grandparent or your spouse are Jewish, the Law of Return entitles you to make aliyah: citizenship and an Israeli ID number essentially on arrival, arranged free in advance through the Jewish Agency or Nefesh B'Nefesh. Without that claim there is no general immigration route โ an Israeli employer must sponsor a B/1 work permit through the Population and Immigration Authority, and the foreign-expert track requires a salary of twice the national average wage. A B/2 visitor stamp, gated by a pre-travel ETA-IL, carries no work rights. There is no digital-nomad visa.

The Rav-Kav smartcard, or an account-based app, covers Egged and Nateev Express buses, the Metronit bus rapid transit along the flat coastal axis, the Carmelit funicular and Israel Railways. Haifa is Israel's only large city with urban buses on Shabbat: roughly ten lines run on Saturdays from mid-morning at reduced frequency. Intercity trains and buses still stop nationally, so you can move around Haifa on a Saturday but you cannot easily leave. The Carmelit is the historic link between the downtown and the ridge and has had repeated extended closures, so plan a backup. The Rakavlit cable car, opened in 2022, links the Lev HaMifratz interchange with the Technion and the University of Haifa. You may drive on a foreign licence for one year from entry, then convert at Misrad HaRishui.

Five banks dominate: Hapoalim, Leumi, Discount and Mizrahi-Tefahot on the branch model, plus the digital ONE ZERO. With a Teudat Zehut an account usually opens the same day; a non-resident account goes through compliance and can take several days. The cost that surprises people is fees โ a monthly account-management charge plus per-action fees, all negotiable if you ask for the cheapest plan or an olim track. US citizens must complete FATCA paperwork with a Social Security Number. Haifa's advantage over smaller cities is that branch staff in the centre and around the Technion routinely deal with English and Russian speakers.

Israel's universal system under the 1995 National Health Insurance Law runs through four health funds โ Clalit, Maccabi, Meuhedet and Leumit โ funded by a health-tax slice of National Insurance. Register with Bituach Leumi, choose one fund, and you receive the identical statutory benefits basket with small capped copays. Olim are covered from the day of aliyah with health tax usually waived for roughly the first six months. B/1 foreign workers are outside the system entirely: the Foreign Workers Law puts the insurance duty on the employer. Haifa's Rambam Health Care Campus is the referral hospital for the whole north of Israel, which means specialist care that people elsewhere in the region travel for is on your doorstep. Cellcom, Partner and Pelephone are the big three; Golan Telecom, Hot Mobile, 019 Mobile and Rami Levy compete at the bottom. No lock-in, and numbers port free in minutes. Home internet is an infrastructure layer plus an ISP, increasingly bundled โ and in Haifa the mountain matters: coverage and fibre availability vary between the ridge, the mid-slope and the bay, and some older Hadar buildings have not been upgraded.

Israel taxes residents on worldwide income, with residency decided by a substantive centre-of-life test backed by day-count presumptions. New immigrants and senior returning residents are exempt from Israeli tax on foreign-source income and foreign capital gains for ten years โ but not on Israeli-source income, and anyone becoming resident on or after 1 January 2026 must now disclose foreign assets and income even though they remain untaxed. Rates are progressive with a surtax at the top, capital gains generally 25%, VAT 18%. Locally, the Haifa Municipality bills arnona to the occupier at rates set per square metre by classification zone โ and because Haifa rents are low, that bill is a bigger share of your housing cost here than in any coastal city.

What to know before you go
Haifa is the one Israeli city where buses run on Shabbat
CriticalUnder a status-quo arrangement that predates the state and reflects Haifa's mixed Jewish and Arab population, around ten urban Egged lines run on Saturdays, starting mid-morning at reduced frequency. That is unique among large Israeli cities and is the reason a car is less necessary here than in Jerusalem. Note the limits: intercity trains and buses still stop nationally, so you can move around Haifa on a Saturday but you cannot easily leave it.
Which tier of the mountain you live on decides your daily life
CriticalHaifa is stacked vertically: the port and downtown at sea level, Hadar HaCarmel on the mid-slope, and Merkaz HaCarmel and Ahuza on the ridge around 300 m up. The top is several degrees cooler, much less humid and considerably more expensive. Movement between tiers is the whole transport problem โ the Carmelit funicular, a handful of climbing bus routes, and roads that switchback. A flat that looks close to your office on a map may be 250 vertical metres away from it.
Rents are a fraction of Tel Aviv's โ which makes arnona a bigger deal
ImportantA two-bedroom flat in Hadar or Neve Sha'anan rents for well under half the Tel Aviv equivalent. But arnona, the municipal property tax, is billed to the occupier per square metre of floor area regardless of what you pay in rent. In a low-rent city that means arnona is a materially larger share of your monthly housing cost than it would be on the coast, and a large cheap flat can carry a surprising bill. Get the registered square metreage and the municipal zone before you sign.
The job market is engineering, port and industry โ not startups
ImportantIntel runs one of its largest development centres outside the United States here, Elbit Systems and Zim shipping are headquartered in the city, and the Matam park on the southern shoreline is Israel's oldest and largest business park. The Technion supplies the engineers and the Rambam campus the medicine. If you write consumer software or raise venture capital, the density is in Tel Aviv, an hour down the coastal line. If you are a hardware, chip, marine, chemical or civil engineer, Haifa is where the work is.
The bay has an industrial-pollution problem, and it is a live political issue
ImportantHaifa Bay holds the country's main oil refining and petrochemical complex, and air quality in the low-lying bay neighbourhoods has been a documented public-health controversy for years. Relocating or closing the complex has been decided in principle and repeatedly deferred, so treat any timetable you read with caution. Practically: the upper Carmel neighbourhoods sit above and upwind of most of it, which is one real reason the ridge costs more.
Genuine coexistence is Haifa's civic identity, and it shows up in daily life
Good to knowHaifa has a large Arab minority alongside its Jewish majority, plus a very large Russian-speaking population from the 1990s aliyah and the Bahรกสผรญ World Centre on the mountainside. Signage, shop hours, weekend rhythms and school calendars all reflect that mixture. It makes the city unusually easy to arrive into as a foreigner, and it means the December Holiday of Holidays festival in Wadi Nisnas is a civic event rather than a tourist one.

Intel's Haifa site is one of its largest research and development centres anywhere outside the United States, and it anchors a deep local market for chip architects, verification and silicon engineers that has no equivalent elsewhere in Israel.

Elbit is one of Israel's largest defence contractors and is based here, which makes Haifa a serious employer of electro-optics, avionics and systems engineers.

Zim is headquartered in the city and the port is Israel's main northern gateway. Maritime, customs, freight-forwarding and terminal operations employ at scale and hire in English.

The bay is Israel's petrochemical heartland. It is a large technical employer and simultaneously the city's most contested environmental issue โ both facts matter if you are considering a job there.

The Technion is Israel's engineering university and the reason the city's technical labour market is as deep as it is. The University of Haifa adds a large social sciences, marine studies and humanities base.

Rambam is the major referral hospital for the whole north of Israel, with a large research arm โ a significant employer of doctors, nurses and biomedical researchers.

The Bahรกสผรญ Gardens & Shrine of the Bรกb
Landmark ยท German Colony up to Yefe Nof, Carmel
Nineteen terraced garden levels climbing a kilometre of mountainside to a gold-domed shrine, and a UNESCO World Heritage site.
Local tip: The free guided tour is the only way to walk the terraces top to bottom, and it books out. Otherwise view from the Louis Promenade at the top for the panorama, or from Ben Gurion Boulevard at the bottom for the axis.
Wadi Nisnas
Neighborhood ยท Between downtown and Hadar
The historic Arab quarter โ a working market of spice shops, bakeries and butchers, with street art threaded through the lanes.
Local tip: Come for the hummus and the knafeh on an ordinary weekday morning rather than during the December festival, when it is at its most itself. This is also where much of the city stays open on Shabbat.
Merkaz HaCarmel & the Louis Promenade
Nature ยท Top of the Carmel ridge
The upper city's centre, with a cliff-edge promenade looking down over the whole bay, the port and, on a clear day, the Lebanese coast.
Local tip: Walk it at dusk when the bay lights come on. The temperature difference from downtown is the fastest way to understand why the ridge costs more.
The German Colony (Ben Gurion Boulevard)
Culture ยท Downtown, below the gardens
A 19th-century Templer settlement of stone houses turned into the city's main restaurant strip, aligned exactly on the axis of the Bahรกสผรญ terraces.
Local tip: Eat here and then look uphill โ the boulevard was laid out long before the gardens, and the alignment is the single best-composed view in the city.
The Carmelit
Hidden gemLandmark ยท Paris Square up to Gan HaEm
Israel's only underground railway: a six-station funicular whose carriages and platforms are built on a slope, running since 1959.
Local tip: Ride it once for the novelty of standing on a stepped platform, then treat it as transport. It has had repeated extended closures for tunnel works, so never make it your only route home from the ridge.
Stella Maris & the Cave of Elijah
Hidden gemCulture ยท North-western tip of the Carmel
A Carmelite monastery on the headland above the sea, beside the cave traditionally associated with the prophet Elijah, reachable by an old cable car from Bat Galim.
Local tip: The short Bat Galim cable car up the cliff is one of the city's oddest and least-used rides, and the view back over the bay from the monastery terrace justifies the trip on its own.
