Check the reciprocity list before booking anything
Texas has driving privilege reciprocity with France, Germany, South Korea, the United Arab Emirates and Taiwan. A valid, unexpired licence from any of those means no knowledge test and no skills test. This single check turns a multi-week process into one appointment, and general relocation guides almost never mention it.

Book a DPS appointment across the whole metro
Availability varies widely between offices. Central Houston frequently runs weeks behind Katy, Humble, Rosenberg or Pasadena. Widen the search and take the earliest slot you can reasonably drive to — inside 90 days this is easy, and only difficult if you wait.

Assemble the document set, including two residency proofs
You need identity and lawful-presence documents, your Social Security number, and two documents proving Texas residency such as a lease and a utility bill. One normally has to show 30 days in Texas — waived if you surrender a valid, unexpired out-of-state US licence.

Get an EZ TAG before your first commute
The Harris County Toll Road Authority runs the Sam Houston Tollway, the Hardy and the Westpark, and TxDOT runs the Grand Parkway. There are no cash booths. Without a transponder your plate is photographed and billed by post at a higher rate, with administrative fees stacking on unpaid invoices — and out-of-state plates fare worst.

Register the vehicle and book the emissions test
Texas abolished the annual safety inspection for non-commercial vehicles on 1 January 2025, replacing it with a $7.50 inspection program replacement fee at registration. Emissions testing survives in Harris, Fort Bend, Montgomery, Brazoria and Galveston counties, so in practice the Houston metro still tests annually.

Learn to read high water before you learn the shortcuts
Underpasses fill first and a feeder road can be impassable while the elevated lanes above it are dry. Six inches of moving water can float a car. Houston TranStar publishes live flood-warning and roadway-flooding maps; put them on your phone in week one, and never drive into standing water of unknown depth.

Things most newcomers don’t know

A flooded car is a total loss, and only comprehensive cover pays for it.

Liability-only insurance — the cheapest quote and the legal minimum — pays nothing if your car takes on water. Tens of thousands of vehicles were written off in Harvey and thousands more in the storms since. Comprehensive cover is what responds to flood, hail and wind, and in Houston it is not optional in any practical sense. Ask specifically; it is routinely omitted from budget quotes.

Most flood deaths in this region happen in vehicles.

Houston's roads are deliberately part of the drainage system — bayous overflow into underpasses and feeder roads by design. Six inches of moving water can float a car and two feet will carry most vehicles away. The local slogan 'turn around, don't drown' exists because drivers routinely misjudge depth at night on a road they know well. Houston TranStar's live flooded-roadway map is the tool locals actually use.

Five countries get a complete test waiver, and the list is not intuitive.

France, Germany, South Korea, the UAE and Taiwan hold reciprocity with Texas: no knowledge test and no skills test on a valid unexpired licence. The UK, Ireland, Australia and India are not on it, which surprises English-speaking arrivals who assume a shared language implies a shared standard. Check your specific country before you book anything, and note the waiver is lost if you insist on keeping your original licence rather than surrendering it.

Texas dropped the safety inspection in 2025 but Harris County still tests emissions.

House Bill 3297 removed the annual safety inspection for non-commercial vehicles from 1 January 2025, replaced by a flat $7.50 fee at registration. Emissions testing survived in the metropolitan counties including Harris, Fort Bend, Montgomery, Brazoria and Galveston. Newcomers following old guidance either book an inspection that no longer exists or skip the emissions test that still does, and then cannot renew registration.

Common mistakes to avoid

Buying liability-only insurance in a city where flood and hail are the actual risks.
Not checking the reciprocity list and sitting tests you were exempt from.
Driving into standing water on a familiar road at night.
Using the tollways for months on pay-by-mail rates instead of ordering a transponder.
Assuming the abolished safety inspection means no inspection at all in Harris County.
