Before you start
- Florida residence
- Income information for subsidy eligibility
- An SSN or ITIN, plus immigration documents for marketplace eligibility categories
- A qualifying life event if enrolling outside the annual open enrolment window
Step-by-step

Enrol in your employer's plan within the new-hire window
Typically 30 days from your start date, and missing it means waiting for the next annual enrolment. Compare the deductible and out-of-pocket maximum rather than the premium alone.

Without an employer plan, use HealthCare.gov
Florida does not run a state exchange, so the federal marketplace is the route. A permanent move to Florida is itself a qualifying life event that opens a special enrolment period — you do not have to wait for the annual window.

Check whether your immigration category qualifies
Marketplace eligibility depends on being 'lawfully present', which covers most work and student visa categories. Lawfully present people below the poverty line are eligible for marketplace subsidies even though citizens at the same income would not be — a quirk that works in newcomers' favour in a non-expansion state.

Enrol children in Florida KidCare if the household qualifies
Florida KidCare covers children from birth to 18 across four programmes on a sliding premium scale, and reaches considerably further up the income range than adult Medicaid does. It is the main thing that softens Florida's non-expansion for families.

Learn the urgent care versus emergency room distinction on day one
An emergency room visit for something a clinic could treat can cost thousands even when insured. Urgent care handles fractures, stitches and infections far more cheaply, and Jacksonville has them at density along the Southside and beaches corridors.

Register with a primary care provider before you need one
New-patient waits at the large systems here run to weeks. Getting on a practice's books while you are well is the difference between a same-week appointment and an urgent care visit later.

Things most newcomers don’t know
Florida has a real Medicaid coverage gap, and it is wider than in most states.
Florida did not expand Medicaid, so a childless adult is generally ineligible however low their income, while marketplace subsidies were designed on the assumption that Medicaid covered everyone below the poverty line. The result is a band of income with nothing available in it. This is the single most consequential health-policy difference between Florida and, say, Colorado or Ohio.

Lawfully present immigrants can qualify for subsidies below the poverty line — citizens cannot.
Because lawfully present non-citizens are often barred from Medicaid for their first five years, federal rules let them claim marketplace subsidies at incomes below 100% of the federal poverty level. In a non-expansion state like Florida, a newcomer on a work visa can therefore end up with better options than a US citizen neighbour on the same income.

Florida KidCare reaches much further up the income scale than adult coverage.
Children can be covered under Florida KidCare on a sliding premium scale well beyond the point at which their parents have no public option at all. Families arriving on a modest first salary should check the children's eligibility separately rather than assuming the household is treated as one unit.

Jacksonville is over-provided with hospitals for its size, which is genuinely useful.
Mayo Clinic's Florida campus, Baptist Health, UF Health Jacksonville and Nemours Children's all operate here. For complex or specialist care that would mean travelling from most cities this size, the referral is across town — one of the more concrete quality-of-life advantages of the city.

Common mistakes to avoid
- Assuming Medicaid exists as a fallback for a low first income — in Florida, for most adults, it does not.
- Missing the 30-day new-hire enrolment window and waiting a year.
- Not realising that arriving in Florida opens a special enrolment period straight away.
- Treating the household as one eligibility unit when children may qualify for KidCare separately.
- Choosing a plan on premium alone and meeting a five-figure deductible.
