Citizens of the US, UK, Canada, Australia and most EU states enter visa-free for up to 90 days within any rolling 180-day period; others apply online at evisa.gov.tr before flying, since walk-up airport visa counters are closed. Kayseri's Erkilet airport sits close to the city and carries a decent domestic schedule plus seasonal international services built around the ski resort, so arriving directly is more realistic here than in Konya. You must lodge the e-İkamet application inside the 90-day window.

If an employer is sponsoring you, let the work permit lead
Most foreign professionals in Kayseri are here on employer-sponsored work permits — the furniture and metal groups, the organised industrial zone's plants and the universities are the main sponsors. In that case your employer lodges the work-permit application with the Ministry of Labour and Social Security, and an approved work permit carries residence rights, so you do not file a separate short-term ikamet. Confirm with HR who is doing what before starting an e-İkamet application in parallel; duplicate applications create problems rather than speed.

Check the mahalle against the fourteen
Download the closed-neighbourhood spreadsheet from the Göç İdaresi announcement and search the exact mahalle. All fourteen Kayseri closures are in Kocasinan or Melikgazi and several — Sahabiye, Gülük, Cumhuriyet, Kılıçaslan — are central, which is where a newcomer looks first. Because the list is short, the sensible approach here is simply to memorise it or keep it open while you view. Verify against the current published file rather than an agent's word; it is reissued as populations shift.

Apply on e-İkamet and attend the Kayseri appointment
Create an account at e-ikamet.goc.gov.tr, complete the form, upload documents and pay the fees; the system assigns an appointment at the Kayseri Provincial Directorate of Migration Management. Attend with your passport and a copy, biometric photos, the printed form, insurance policy, lease, proof of funds and every fee receipt. Bring more photocopies than you think you need — 'evrak eksik', a missing document, is what sends people away for a second appointment.

Receive the card and YKN, then unlock everything else
On approval the permit card is printed and posted by PTT to your registered address, carrying your Yabancı Kimlik Numarası (YKN) — 11 digits starting with 99. With the YKN you can open a bank account, get a tax number, register a SIM, book through the health system and create an e-Devlet account (verify the password in person at a PTT branch). Institutions ask for the number far more often than for the card itself.

Things most newcomers don’t know

Kayseri's closed list is short enough to carry with you — all fourteen, and all in two districts.

Unlike Adana, where 75 closures across the core city make the list the starting point of any search, Kayseri's fourteen fit on a phone screen. Seven in Kocasinan, seven in Melikgazi, none anywhere else in the province. That means you can search on merit and check as you go — but several of them are central, so 'short list' is not the same as 'safe to skip'.

If a furniture or metal group is hiring you, the work permit carries residence — do not file a separate ikamet.

An approved work permit issued by the Ministry of Labour and Social Security confers the right to reside, so the employer-led route replaces the self-filed short-term permit rather than sitting alongside it. In Kayseri, where the large industrial groups sponsor most of the foreign professionals in the province, this is the normal path and HR will usually run it end to end.

Common mistakes to avoid

Assuming a short closed list means no list — several of the fourteen are central Melikgazi and Kocasinan mahalles.
Filing a self-service e-İkamet application while your employer is separately filing a work permit.
Assuming the fee you read in a blog is yours — the harç is set by reciprocity and varies by nationality, and both charges are re-set every January.
Letting the 90-day visa-free window lapse before lodging the application, or overstaying and triggering a fine and re-entry ban.
