Kuwait's government services run through national apps keyed to the Civil ID, and your registered address must be kept up to date — it is used for official correspondence and for services. Updating it after a move is a real obligation, not housekeeping.

Kuwait has applied salary floors and, at various times, degree conditions to who may sponsor family, and has tightened and loosened both repeatedly. Age limits also apply to sponsoring sons. Get the current position confirmed by the Ministry of Interior through your employer before your family gives up a home elsewhere.

Things most newcomers don’t know

'Article 18' means two different things now, and the confusion is not trivial.

For decades Kuwaitis have referred to a private-sector residence as an Article 18 and a government one as an Article 17, after the implementing rules of the 1959 residence law. That law was repealed by Amiri Decree-Law No. 114 of 2024, and in the new statute Article 18 is the provision prohibiting residency trafficking, carrying three to five years' imprisonment. The everyday vocabulary has not changed and will not, but if you are reading the actual law, do not assume the article numbers mean what your colleagues mean by them.

Nationality-based visa restrictions are real, unpublished in English, and change.

Kuwait has repeatedly restricted or suspended work-visa issuance for particular nationalities, sometimes for extended periods and sometimes with exceptions for specific professions. These are administrative decisions rather than published law, they are not always announced in English, and they can change while your application is in progress. Do not rely on a recruiter's assurance or on someone else's experience last year — have the employer confirm the current position for your specific passport before you resign anywhere.

Kuwait has no permanent residence, no naturalisation route in practice for expatriate professionals, and no self-sponsorship product outside the foreign-investment law. Long-settled families who have been here for generations remain on renewable permits tied to employment, and children age out of dependant status. This is the most important structural fact about living in Kuwait and it shapes every long-term decision — schooling, property, retirement. Plan for a Kuwait that ends, because legally it does.

The six-month absence rule can cancel a residence you thought was safe.

Under the 2024 law a foreigner who remains outside Kuwait for more than six months without ministry approval loses their residence, with exceptions for defined categories including property owners, children of Kuwaiti women and investors. That catches long medical absences, extended parental leave taken abroad, and people who leave a family in another country while working a rotation. If an absence might approach six months, get the approval in advance rather than discovering the problem at immigration.
