Pakistan grants a short entry visa and does the substantive work at the extension stage, where a security clearance applies. Nothing accumulates toward permanent residence. The first question is always whether you have Pakistani ancestry — NADRA's Pakistan Origin Card confers indefinite stay and the right to work with no visa at all, and Lahore in particular draws people whose families left within living memory.

Lahore is also the only Pakistani city with a metro: the Orange Line runs 26 stations at a flat PKR 40 fare, alongside the Metrobus and the Speedo bus network, all under the Punjab Mass Transit Authority.

Foreign nationals register against a passport through NADRA's foreigner verification route and are held to a much lower SIM ceiling than citizens. Mobile data is very cheap. Lahore's fixed broadband is better than Karachi's on average — the city has more fibre coverage — but it remains a per-building question rather than a per-area one.

The distinctive mechanism is filer status: appearing on the FBR's Active Taxpayers List materially reduces withholding on ordinary transactions, and you get there by filing on time rather than by registering. From roughly November to January, air quality in Lahore reaches levels that repeatedly put it at or near the top of global pollution rankings, with readings above 1,000 on the index recorded in recent winters. The Punjab government's response has included closing schools across multiple divisions, mandating work from home, and restricting access to parks. Plan for it concretely: high-quality air purifiers in bedrooms and the room you work in, well-fitted masks, and a household understanding that outdoor exercise stops for those weeks. Anyone with asthma, a young child or an elderly parent should factor this into the decision to move here at all.
The Punjab Rented Premises Act 2009 requires tenancy agreements to be registered and creates dedicated Rent Tribunals presided over by special judges, with real execution powers. Sindh, by contrast, still runs on a 1979 ordinance and ordinary civil courts. This is one of the few places where a provincial difference in Pakistan produces a materially better outcome for a tenant — but the protection follows registration. An unregistered agreement puts you back in the slow lane, and landlords do not always volunteer to register.
NADRA's Pakistan Origin Card gives foreign nationals of Pakistani descent — including foreign spouses — indefinite stay, exemption from police and foreigners' registration reporting, the right to buy and hold property anywhere in Pakistan, banking rights and eligibility for employment. A POC holder needs no work visa. NICOP is the different document, for people who are Pakistani citizens, and it supports a Pakistani passport and voter registration. Lahore has deeper Pakistani-diaspora ties than any other city in the country and a very large share of people relocating here qualify for one or the other without knowing it.
The FBR's Active Taxpayers List is the operative document in Pakistani financial life. Non-filers pay materially higher withholding on property purchases, vehicle registration, dividends and certain banking transactions. Obtaining a National Tax Number does not put you on the list; filing a return by the due date does, and a late filer is admitted only after paying a surcharge. The list rebuilds weekly, so status lapses. On a car or a property purchase the difference is large enough to fund a year's air purifiers.
Rents, food and services all run below the other two cities, and the gap on rent in particular is substantial once you move away from DHA and Gulberg. Salaries in the technology sector are competitive with Karachi's, and Lahore has the country's deepest engineering talent pool around the Arfa Software Technology Park and the older universities. What you give up is Karachi's international corporate density and Islamabad's air and calm.
The Punjab Emergency Service was established under the Punjab Emergency Service Act 2006 and runs ambulance, fire and rescue on a single number across all 36 districts of Punjab, with a published average response time under eight minutes. It is genuinely one of the better-run public services in South Asia. Other provinces have replicated it with varying scope — Sindh's version is newer and Islamabad's is run by the municipal corporation — so 1122 does not mean exactly the same thing everywhere. In Lahore it means the full service.

Punjab is the heart of Pakistani textiles and Lahore is where the family groups that own the mills have their head offices. Buying, design and merchandising roles cluster here rather than at the mills themselves.

Lahore is Pakistan's university city. Shaukat Khanum is the country's leading cancer centre and a large research employer; LUMS is the most internationally connected business school in Pakistan.

Lahore has been Pakistan's cultural production centre since Lollywood and remains where much of the country's television drama, advertising and design work is actually made.
Landmark · Walled City
A Mughal fort and the great 1673 mosque facing each other across the Hazuri Bagh — a UNESCO World Heritage site and the reason the city exists.
Local tip: Enter the fort through the Alamgiri Gate and find the Sheesh Mahal and the Picture Wall, which most visitors miss entirely. Go on a winter morning; in summer the marble is unwalkable by ten.
Neighborhood · Old Lahore
The dense original city inside thirteen gates — havelis, bazaars, and a restored royal route running through the middle of it.
Local tip: The Walled City Authority's restored Shahi Guzargah from Delhi Gate to the Fort is the best-organised heritage walk in Pakistan and costs almost nothing. Do it early, before the bazaars fill.
Food · Central Lahore
The city's most famous eating street, in a neighbourhood of restored pre-partition buildings.
Local tip: Gawalmandi is the tourist answer. The Lahori one is the food around Anarkali and the naan-and-nihari places off Lakshmi Chowk — same food, half the price, and open until three in the morning.
Nature · East Lahore, on the Grand Trunk Road
A 1641 Mughal terraced garden with over four hundred fountains, laid out on three descending levels.
Local tip: Also UNESCO-listed and far quieter than the Fort. The upper terrace was reserved for the imperial household and is still the best part. Winter afternoons are perfect; skip it entirely during smog season.
Nightlife · Gulberg III
The commercial and eating spine of modern Lahore — restaurants, cafés and rooftops that fill after ten.
Local tip: In a city without bars, this is what a night out means, and Lahore does it better than anywhere else in Pakistan. The rooftops with a view of Badshahi Mosque are in the old city, not here — book those separately and go at sunset.
Culture · On an island in the Ravi, north of the city
The oldest Mughal structure in Lahore — a 1520s garden pavilion built by Babur's son, now stranded on an island in the river.
Local tip: Reached by a short boat crossing from near the Ravi bridge for a token fee, and almost nobody goes. It predates the Fort in its current form and sits in near-total quiet. Combine it with a winter morning and take your own tea.
