After the January 2025 Palisades and Eaton fires, insurers pulled back sharply from the LA basin, and the California FAIR Plan — the state's insurer of last resort — became the fallback for a great many households. If you rent, get a renters' policy and confirm what it says about wildfire and smoke damage; if you buy, check the property's fire hazard severity zone before you make an offer, because it can determine whether you can insure it at all.

California gives new residents ten days — the tightest deadline of any large state — and waives testing for no country at all. You take the knowledge test, get an instruction permit, and sit a behind-the-wheel drive test regardless of experience. Book the DMV appointment before you arrive; Los Angeles-area offices run weeks out.

LA County contains 88 incorporated cities plus large unincorporated areas. Santa Monica, Beverly Hills, Culver City, Pasadena and Long Beach are separate municipalities with their own police, schools, rent rules and parking regimes. Rent control in the City of LA does not apply in Culver City, and Santa Monica has its own stricter regime. Check which city an address is actually in before signing anything.

The highest state income tax in the country, and since 1 January 2024 the 1.3% disability levy applies to every dollar of wages with no ceiling. Los Angeles itself levies no city income tax, so unlike New York you are dealing with two layers rather than three — but the state layer is the heaviest in America.

A twelve-mile drive can take twenty minutes or ninety. People here genuinely organise their social lives around not crossing the city at the wrong hour. Before signing a lease, drive the actual commute at the actual time — not on a Sunday — and treat the answer as the single most important fact about the apartment.

The Metro rail network has expanded substantially, the D Line extension is pushing west toward Westwood, and the K Line now reaches LAX. If your life sits along a rail corridor you can genuinely reduce car use. For most people, though, LA remains a car city and budgeting for a vehicle, insurance and parking is not optional.
