Check which of the two categories your country is in
Recognised countries include the UK and its Crown dependencies, Ireland, most of western Europe, Japan, Singapore, Canada, the USA and New Zealand — these transfer without tests. Every other country is non-recognised and requires the full theory test and Practical Driving Assessment.

The transfer is done in person at a DoT licensing centre. Perth city and Joondalup book out furthest ahead; Midland, Kelmscott and Mirrabooka frequently have earlier slots for the identical transaction.

Sit the theory test, if your country is non-recognised
The computerised theory test covers WA road rules and must be passed before you can book the practical assessment. Study the WA Road Rules booklet specifically — several rules, particularly around roundabouts and school zones, differ from other countries in ways that catch experienced drivers.

Attend with documents, surrender the overseas licence and collect the WA one
Bring the overseas licence, translation if needed, passport and visa evidence, and proof of a WA address. Vision is screened at the counter, the foreign licence is surrendered, and the card is posted to you.

Things most newcomers don’t know

Experienced Driver Recognition ceased in WA on 1 November 2025, and that is the whole story for many countries.

Until then, drivers from a middle tier of countries could transfer using their age and driving experience instead of testing. Austroads retired that category nationally on 30 April 2025 and WA ran a six-month transition that closed on 31 October 2025, so from 1 November you are either recognised or you sit the theory test and a full Practical Driving Assessment. Almost every guide, forum post and relocation agent briefing written before late 2025 gets this wrong, and it turns a one-appointment task into a three-month one.

The three-month clock is absolute, and the overseas licence stops working when it runs out.

This is not a grace period that lapses quietly. After three months a citizen or permanent resident driving on an overseas licence in WA is driving unlicensed, with the insurance consequences that follow. Given PDA queues run to months, a non-recognised-country driver needs to book the theory test in week one, not month two.

Distances here mean your licence is a working tool, not a convenience.

Perth's metropolitan area stretches roughly 150km north to south with a rail spine and thin cross-suburban bus coverage. Unlike inner Melbourne or Sydney, most jobs, schools and social life outside the CBD and the western suburbs assume a car. Budget for one from the start rather than assuming you will manage as you did in a European city.

Kangaroos are a genuine road hazard the moment you leave the metropolitan area.

Dawn and dusk collisions with kangaroos and emus are the standard rural WA insurance claim, and comprehensive policies often treat animal strike differently from other collisions. If your weekends involve driving to Margaret River or the wheatbelt, avoid driving at dusk, and check whether your policy covers animal strike before you need to know.

Common mistakes to avoid

Relying on pre-November-2025 advice that your country holds Experienced Driver Recognition — that category was abolished.
Letting the three-month window lapse while waiting for a Practical Driving Assessment booking.
Booking the PDA only after you feel ready to pass, when the queue is the real constraint.
Bringing an informal translation rather than a NAATI-accredited one.
Assuming an International Driving Permit extends your right to drive as a resident — it only accompanies a valid foreign licence for visitors.
