The UK Foreign, Commonwealth & Development Office advises against all travel to a long list of Khyber Pakhtunkhwa districts and names Peshawar explicitly — 'Peshawar, including the city of Peshawar'. That is the strongest category the FCDO issues, and most Western governments publish something comparable. The practical consequences are concrete rather than atmospheric: ordinary travel insurance is void in an all-travel-advised-against area, many employers' duty-of-care policies forbid unescorted movement or require a security plan and a tracked itinerary, and some organisations will not post staff here at all. None of this means people do not live in Peshawar — around two million do, a large humanitarian operation is run from it, and daily life for residents is ordinary. It means that as a foreign national you should establish the insurance and employer position first, because it determines what kind of life here is actually available to you.

Under the Khyber Pakhtunkhwa Restriction of Rented Buildings (Security) Act 2014, the owner — not the tenant — files a Tenant Information Form at the local police station. The form on the KP Police site requires an attested copy of the rent agreement and attested identity documents for the owner, the property dealer, the tenant, and two references for the tenant. It states explicitly that where the landlord or tenant is a foreign national or an Afghan citizen, the passport number or Afghan Citizen Card number goes in the field that would otherwise carry a CNIC. Punjab and Sindh have nothing equivalent. Two practical consequences: line up two people willing to be named as your references before you start viewing, and treat a landlord who suggests skipping the form as a landlord creating a problem for you rather than saving you one.

NADRA's Pakistan Origin Card is for foreign nationals of Pakistani descent, including foreign spouses, and NADRA's own statement of its effect is generous: multiple visa-free entry, indefinite stay, exemption from reporting to police or foreigners' registration offices, the right to buy and hold property anywhere in Pakistan, the right to open bank accounts, and eligibility for employment. A POC holder needs no work visa. NICOP is the different document, for people who are still Pakistani citizens, and it supports a Pakistani passport and voter registration. The distinction turns on citizenship, not on where you live, and people apply for the wrong one constantly.

Sehat Card Plus KP covers every family in Khyber Pakhtunkhwa rather than a means-tested subset: more than 10.6 million families, free inpatient treatment up to PKR 1 million per family per year, with beneficiaries identified from NADRA's records. That is a genuinely different thing from Punjab's programme, which covers the whole population of only three divisions and otherwise reaches the poor, people with disabilities and the transgender community. Because eligibility runs off NADRA, foreign nationals are outside it — but it matters to you anyway, because it is why Peshawar's private hospitals compete with a free public alternative, and why the teaching hospitals here carry far more inpatient load than their equivalents elsewhere.

The Khyber Pakhtunkhwa Sales Tax on Services Act 2022 sets fifteen percent as the standard rate, charged on the services listed in its Second Schedule. Punjab's standard rate is sixteen percent, and the Punjab Finance Act 2025 restructured its schedules so that services are taxable unless listed as tax-free. If you consult, contract or run a service business, the province you invoice from changes both the rate and the analysis, and a Lahore accountant is not automatically registered with the KPRA. The KPRA's head office is at Phase-3 Chowk, Hayatabad, with sub-offices in Mardan, Abbottabad and Bannu — this is one of the few pieces of Pakistani tax administration where being in Peshawar is an advantage.

TransPeshawar runs the Zu system: 244 diesel-hybrid buses on 13 routes, a 27 km dedicated corridor with 30 stations, 84 km of off-corridor coverage with around 200 further stops, four express routes and one super-express, plus a bicycle-sharing programme. Every station has lifts, escalators and ramps, and there are dedicated seats, waiting areas and bus doors for women and dedicated seats for transgender passengers. That is a great deal of network for a city of under two million, and the integrated feeder coverage in particular is not something Pakistan's other bus rapid transit systems attempt. The Khyber Pakhtunkhwa Urban Mobility Authority raised the minimum fare from PKR 20 to PKR 30 with effect from 1 July 2025, leaving the flat-fare express routes unchanged.
