Pennsylvania taxes flat, from the first dollar, with no standard deduction
CriticalThe state rate is a flat 3.07% of taxable income and Pennsylvania gives most filers no standard deduction and no personal exemption — so unlike almost anywhere else in the US, there is no untaxed band at the bottom. Someone comparing a Pittsburgh offer to a graduated-tax state cannot just compare headline rates: the low Pennsylvania percentage applies to a much wider base. There is a separate Tax Forgiveness credit for low-income filers, claimed on Schedule SP; check whether you qualify rather than assuming you do not.
Two more governments tax your wages on top of the state
CriticalA City of Pittsburgh resident pays a 3% local earned income tax — 1% to the city and 2% to the Pittsburgh School District — and it follows where you LIVE, not where you work. Separately, anyone who works inside the city pays a flat Local Services Tax of $52 a year, whether they live in Pittsburgh or in Mt Lebanon. Move a mile over the city line into Dormont or Wilkinsburg and the resident rate changes, because every municipality and school district in Pennsylvania sets its own. Look up the exact rate for the exact address on the state's local income tax register before you sign a lease.
Your property assessment is a 2012 number, and that is the whole game
CriticalAllegheny County has not done a countywide reassessment since 2012, so every assessment is supposed to reflect what the property was worth on 1 January 2012. Current market values are reconciled to that base year through the Common Level Ratio, which has fallen sharply in recent years and is the single most consequential number for anyone buying here. A newly bought house is a standing candidate for an appeal — by you, or by the school district. Check the parcel on the county's real estate portal and get advice on the appeal calendar before closing, not after the first bill.
You have 60 days to get a Pennsylvania licence, and PennDOT centres take walk-ins
CriticalNew residents with an out-of-state non-commercial licence must obtain a Pennsylvania one within 60 days of establishing residency. Unlike several states in this app, PennDOT driver licence centres do not require an appointment — you turn up, hand in Form DL-180R with proof of identity, Social Security number and two proofs of Pennsylvania residency, take a vision screening and surrender the old licence. A foreign licence is a different process and generally means knowledge and road testing.
Apply for your Social Security number about ten days after arriving
CriticalThe Social Security Administration verifies your status against DHS records that lag entry by one to two weeks, so going in on day two usually wastes the trip. Only work-authorised people qualify; everyone else files IRS Form W-7 for an ITIN. The card is free.
The topography is not scenery — it decides your commute and your rent
ImportantPittsburgh is built on steep hillsides above three rivers, with two road tunnels funnelling the whole region and hundreds of sets of public city steps standing in for streets that could not be built. The practical consequences are constant: neighbourhoods a few hundred metres apart as the crow flies can be twenty minutes apart by road, off-street parking commands a real premium, and a flat that is a pleasant walk in September is a set of icy steps in January. Walk the actual route from the flat to the bus stop, in the rain, before you sign.
