Oregon is one of five states with no sales tax — nothing on furniture, electronics, restaurant meals or a car. What pays for it is income tax, and Portland stacks three layers: Oregon's rates reach 9.9%, and the 8.75% bracket begins around $11,000 of taxable income — the threshold is indexed and moves each year, so check the current chart, but the practical effect is constant: almost any professional salary lands in it. Metro adds 1% above roughly $128,000 single or $205,000 joint for supportive housing, and Multnomah County's Preschool for All adds 1.5% at similar thresholds and another 1.5% higher up. A high earner here faces one of the steepest combined local rates in America.

Every Portland resident aged 18 or over with $1,000 of income, in a household above the federal poverty line, owes a flat $35 a year to the Arts Education and Access Fund. It is not withheld, it is not on your state return, and it is not on your federal return — it is its own filing with the city Revenue Division, due 15 April. Newcomers ignore the letter as junk mail and accumulate penalties. It rises to $50 for single filers and $100 for joint filers from the 2027 tax year.

Oregon requires a licence within 30 days of establishing residency. The knowledge and drive tests are waived for a valid, unexpired licence from another US state or territory, Canada, Germany, Japan, South Korea or Taiwan. Every other country takes the knowledge test, and the drive test where required. Bring a certified translation if your licence is not in English.

The Oregon Health Plan covers income-eligible residents of any immigration status through the Healthier Oregon programme — full benefits, not just emergency care. Separately, OHP Bridge covers adults between 138% and 200% of the federal poverty level with no premiums, copays or deductibles at all. Very few states do either. Anyone arriving on a modest first-year income, or excluded from federal programmes, should check eligibility before buying a private plan they may not need.

Under the city's Fair Access In Renting rules a landlord may not require gross income above 2 to 2.5 times the rent depending on the rent level — against the 3× that is standard across the US — must advertise at least 72 hours before accepting applications, and must process them in the order received. The security deposit is capped at one month's rent, or half a month if last month's rent is also collected. That combination makes Portland unusually navigable for someone with no US credit file.

Portland's annual rainfall is lower than New York's. What is different is the duration: a grey drizzle from mid-October to May, with the summer bone-dry from July to September. The other half of that is heat — the June 2021 dome hit 46.7°C and much of the older housing stock has no cooling at all. Oregon law protects your right to install a portable cooling unit, and landlords cannot flatly forbid it. Check what cooling exists before you sign.
