Rabat has the diplomatic and development sector of the country. It is also the largest employer of foreigners here, and it comes with its own parallel systems for schooling, housing and healthcare.

Maroc Telecom, ANRT, Technopolis Rabat-Salé, INPT graduates
Technopolis in Salé hosts offshoring and IT operations, and Rabat's engineering schools — the INPT in particular — supply the sector. Regulatory and security-adjacent work clusters here rather than in Casablanca.
