Price the express lanes honestly if you will use them
The 91 and the 15 carry variably priced express toll lanes alongside the free ones, with a transponder account required. Peak-hour prices are set to keep the lanes moving, which means they rise exactly when you most want them. If your plan depends on them, work out the monthly cost at peak rates rather than the off-peak rate you will see on a Sunday.

Check Metrolink before you assume you are driving
Riverside is served by the Riverside Line to Los Angeles Union Station, the Inland Empire–Orange County Line south through Anaheim and Irvine, and the 91/Perris Valley Line. Three stations serve the city. If your office is near a station at both ends, this changes the whole arithmetic of living here; if it is in a business park, it does not. Check the specific pair before committing.

Prepare for heat, fire weather and the occasional flash flood
Inland summers run well above 38°C and heat is hard on cars as well as people — check the cooling system and keep water in the boot. Autumn Santa Ana winds drive the region's worst fire weather and can close canyon routes. And the brief winter rains run off baked ground fast, so washes and dips flood quickly. Things most newcomers don’t know

The 91 has no parallel route, and that is the whole problem.

Most congested corridors have an alternative. The 91 through the Santa Ana Canyon is the only road between Riverside and Orange County for a long stretch, so there is nowhere for the traffic to go and no rat run to learn. It is the single biggest quality-of-life variable in choosing Riverside over a coastal city, and it does not show up on a map of distances.

Three lines serve this city — to Union Station, south through Orange County, and out to Perris. A household where both commutes land near stations gets Inland Empire housing costs with a rail commute, which is the best deal in Southern California. A household where they do not gets Inland Empire housing costs and the 91. Check this before the neighbourhood, not after.

California can refuse to register a car you already own.

The state runs its own emission standards, and a vehicle certified only to the 49-state federal standard can be barred from new-resident registration if it is recent and low-mileage. This catches people who buy a car shortly before relocating. It is a ten-minute check against the DMV and Air Resources Board rules, and far cheaper before the move than after.

Registration here is a value-based tax, not a flat fee.

The vehicle licence fee inside California registration is calculated on the car's value, so a recent or expensive vehicle costs several times what registration costs in Texas or Nebraska. Driving a recent federal-standard car to California and finding it cannot be registered.
