It is a real pattern rather than a marketing line, and it is worth pricing honestly: the annual season ticket is a substantial recurring cost, the line has a long-standing reliability problem that the promised new Paris–Normandie route is meant to fix, and a bad month of it is genuinely wearing. Test the actual service at the actual hours before you commit to the arrangement.

Rouen is the préfecture of the Seine-Maritime and the administrative capital of the Normandy region, which means the public sector is a large local employer and a lot of regional decision-making happens here. It also means the city treats its own history — Joan of Arc's trial and execution in 1431, the cathedral Monet painted more than thirty times, the Impressionist landscape along the river — as living civic identity rather than tourism. Being incurious about it is noticed in a way that being incurious about, say, Lille's textile history is not.
