Opening a bank account & living on mobile money

Open a mobile-money wallet on day one and a bank account in your first month. Wave charges nothing for person-to-person transfers and 1% capped to withdraw; Orange Money made withdrawals free in 2025 and has the wider agent network. BCEAO regulation makes nineteen everyday services free with no conditions and gives you an enforceable right to an account if three banks refuse in succession — almost nobody knows either.

    Bring the passport, residence document, an address proof under three months old, two photographs and a payslip. Senegalese banks generally open the same day on a complete file. Branch coverage here is real but thinner than Dakar's, so check which bank your employer uses before choosing on brand.

    Know the nineteen free services

    BCEAO Instruction n° 004-06-2014 makes nineteen services free unconditionally: account opening and closure, monthly statements, salary domiciliation, cash deposits and withdrawals at your own bank, own-bank ATM withdrawals, card payments across the union, intra-bank transfers, receiving national and international transfers, and standing orders. Cite the instruction number if you are quoted a fee.

    Plan how money leaves the CFA zone

    Out-of-zone transfers stack file fees, a levy, an exchange authorisation, a SWIFT charge and commission, and intermediaries must check the transfer matches justified income — so keep your payslips. Inside the union a transfer to another UEMOA country is cheap and routine.

Things most newcomers don’t know

Three refusals and the central bank can order a bank to take you.

UEMOA regulation gives anyone established in a member state with a regular income the right to an account and lets the BCEAO designate a bank when three refuse in succession. It applies identically across all eight countries and is almost unknown.

Agent liquidity, not agent count, is what fails you outside Dakar.

A mobile-money agent can only pay out what they have taken in. In a smaller city at the end of the month, or during the festival, agents run dry and you walk to the next one. Keep some cash and do not leave a large withdrawal to the last hour.

A bounced cheque is a union-wide problem, not a local one.

  • Waiting for the residence card before trying to open, when a récépissé plus a complete file often suffices
  • Bringing an address document more than three months old
  • Turning up without the two photographs
  • Paying for any of the nineteen services the BCEAO made unconditionally free
  • Running a mobile-money wallet on a SIM registered to someone else
  • Relying on a single mobile-money agent at month-end
