Things most newcomers don’t know

California can refuse to register a car you already own.

The state runs its own emission standards, and a vehicle certified only to the 49-state federal standard can be barred from new-resident registration if it is recent and low-mileage. This catches people who buy a car shortly before relocating. It is a ten-minute check against the DMV and Air Resources Board rules, and it is far cheaper to do before the move than after.
