Temporary residence, the foreigner's ID and address registration

Residence is granted by the Ministry of Interior's Department for Border Affairs and Migration, and the long-stay 'D' visa is issued afterwards, against that decision. In Skopje the competent office is the Section for Foreigners and Readmission at the 'Sever' Regional Centre for Border Affairs, bul. Goce Delčev bb, in the MRTV building on the ninth floor; the Ministry's head office is at ul. Dimče Mirčev 9. Separately from the permit, somebody must report your address to the police within 12 hours (paid accommodation) or 48 hours (anyone else).

Total cost
MKD 4,000 for the temporary-residence document since 10 April 2025 (about EUR 65), plus the visa fee and — usually the bigger number — sworn translation, apostille and certification of every foreign document.
Time needed
Weeks rather than days once the file is complete. The Ministry does not publish a statutory decision deadline on its foreigners page, and the document-preparation stage abroad is normally longer than the decision itself.

Temporary residence is granted for the period of the underlying purpose and renewed against a separate checklist — the Ministry publishes 'first application' and 'extension' document lists side by side for every ground. Permanent residence has its own document set and its own, much higher, form fee.

    Establish your ground before you travel

    Temporary residence is granted for one purpose only and covers only that purpose. Working on a study permit, or on the property ground, is not a grey area here — it is outside the permit.

    Get the documents translated and certified

    Foreign documents need translation into Macedonian by a court-appointed translator and, depending on the issuing country, apostille or legalisation. This is the slow and expensive half of the file, not the permit fee.

    Apply for the 'D' long-stay visa once residence is granted

    The Ministry of Foreign Affairs issues the D visa on the strength of the Ministry of Interior's decision — the reverse of the sequence most countries use. Short-stay 'C' visas cost EUR 60, or EUR 35 for children aged 6–12.

    Make sure your address is reported to the police

    A hotel or other paid accommodation must report a foreign guest within 12 hours. A private host — including a landlord — has 48 hours from your arrival and must file at the competent police station to get the confirmation slip. The Ministry runs an online reporting form alongside the counter.

    Collect the biometric residence card

    Since 10 April 2025 the temporary-residence document costs MKD 4,000 and the permanent-residence document MKD 6,150, raised from MKD 190 each by a Ministry decision on the price of its forms.

Things most newcomers don’t know

The Ministry of Interior's website exists only in Macedonian and Albanian.

There is no English version of the foreigners section, the fee schedule or the checklists, and the checklists themselves are scanned PDFs that cannot be machine-translated. Budget for a Macedonian-speaking helper for the counter stage — it is the practical difference between a two-visit process and a five-visit one.

The EUR 40,000 property route is keyed to your residence in an EU or OECD state, not to your passport.

It is the cheapest property-linked residence ground in Europe and it is on the Ministry of Foreign Affairs' own list — but a non-EU, non-OECD resident buying the same flat does not qualify, and nobody marketing it says so.

Strategic-project employers were carved out of the quota system in 2025.

Amendments to the Law on Foreigners let a foreigner working on a strategic project defined by special law get temporary residence regardless of quota use or labour-market need, and without an Employment Agency opinion. If you are being hired onto Corridors 8 or 10d your process is materially shorter than the standard employment route.

None of this is EU law, and time here does not count anywhere else.

North Macedonia is an EU candidate, not a member. A Macedonian permit confers no right to live or work in the EU, and residence here builds no EU long-term-resident clock. If your longer plan is the EU, this country does not advance it — for some nationalities the clean separation from Schengen day-counting is an advantage instead.

Common mistakes to avoid

  • Booking a flight on the assumption that the D visa comes first. It does not: the Ministry of Interior's residence decision is the input to the visa, not the output.
  • Letting a landlord skip the 48-hour police report. The confirmation slip is what proves your stay is lawful, and an unregistered tenancy leaves you without one.
  • Reading a pre-April-2025 guide and budgeting MKD 190 for the permit. It is MKD 4,000.
  • Assuming a residence permit carries work rights. It carries the purpose it was granted for, and the Ministry says so explicitly.
  • Expecting the Employment Agency opinion to be a formality. Since 2025 it needs proof that an employment-mediation request was filed with the Agency within the previous 30 days.
