Things most newcomers don’t know

One organisation issues your licence and sells your insurance, and that is genuinely disorienting.

In Ontario you deal with ServiceOntario for the licence and a private broker for the insurance, and the two never meet. In BC both happen at ICBC, the basic coverage is a public monopoly, and the price is not negotiable. Newcomers spend weeks looking for the competitive quote that does not exist for the compulsory part — and then miss that the optional coverage above it genuinely can be compared.

Nobody writes to you. You arrive, the foreign licence works fine, and three months later you are technically unlicensed — which matters most at the moment of a claim, when an insurer looks for a reason not to pay. Book the ICBC appointment in the same week you open the bank account.

Enhanced Care changed what optional insurance is for, and old advice has not caught up.

Since May 2021 BC's basic coverage has settled most injury claims through defined care benefits rather than through suing the at-fault driver. That removes much of the point of the very large third-party liability limits people carry elsewhere, and shifts the value towards collision, comprehensive and vehicle replacement cover. Advice written before 2021, and instinct imported from a fault-based system, both overweight the wrong things.

The river crossings, not the distance, decide how long anything takes.

Surrey is south of the Fraser and everything north of it — Vancouver, Burnaby, the airport, the North Shore — is across a bridge. The Pattullo, Alex Fraser and Port Mann are the only practical options and they queue. A commute measured in kilometres looks trivial and a commute measured at 4pm on a Thursday does not. Test the actual journey at the actual time before signing a lease.
