Residency, the canje deadline, and the two documents a border city runs on

Mexican temporary residency starts outside Mexico. A consulate abroad issues a visa sticker, you enter Mexico with the entry record marked for canje, and you then have 30 days to begin the exchange at INM for the physical Tarjeta de Residente. Tijuana adds a wrinkle nowhere else in Mexico has: the nearest Mexican consulates are in San Diego and Los Angeles, close enough that people are tempted to treat the border as a formality, and it is not. Crossing back and forth on a tourist entry while an application is pending is exactly how people void their process. Your Mexican residency and your US crossing status are two independent problems and neither helps with the other.

A consular fee in the mid-fifties of US dollars, plus MXN 11,141 for a first one-year card — or MXN 5,570, half the card fee, where INM accepts family unity or an offer from an employer holding a current constancia. Immigration lawyers and relocation agencies charge on top, typically USD 500–1,500. US trusted-traveler enrolment, if you want it, is a separate USD 120 for five years.

The first card is normally one year, renewable for one, two or three more, to a four-year maximum. Permanent residency has no expiry and is reachable after four years of temporary residency, or directly on higher solvency, retirement income or family links.

    Establish your basis: sponsored offer or economic solvency

    The large Tijuana maquiladoras and the medical-device and aerospace groups hold a Constancia de Inscripción de Empleador with INM and file the job-offer petition for you, producing an authorisation number you carry to the consulate. If nobody is sponsoring you, the solvency route needs original bank or investment statements — twelve months of balances, or six months of income. You qualify on income or on savings, not on a blend of the two.

    Apply at a Mexican consulate abroad — San Diego and Los Angeles are the obvious ones

    Attend in person with the passport, photo, form, fee and either the employer authorisation or your solvency evidence. Because the consulates that serve southern California are among the busiest in the network, appointment availability is the binding constraint far more often than the decision itself. Book the appointment before you book anything else.

    Enter Mexico with the entry record marked for canje

    Whether you fly into Tijuana airport or drive through San Ysidro or Otay, you must present the passport with the sticker and have the entry record created and marked for exchange rather than as a tourist. At a land crossing this means stopping and asking for it: southbound vehicle traffic is frequently waved through without any inspection at all, and being waved through means no entry record, which means no canje. This is the most common Tijuana-specific way to lose a residency application.

    Open the canje at INM Baja California within 30 days

    File the exchange on the INM portal, pay the derechos through a bank or online, and attend the office for fingerprints and photo. The 30-day window starts the day the entry record is created and is enforced strictly. Do not leave the country during it without a salida y regreso permit — which, in a city where crossing north is a daily habit, is a much easier mistake to make here than anywhere else in Mexico.

    Collect the card, confirm the CURP, then request the RFC

    The physical card shows your CURP; confirm and print the definitive version at the RENAPO portal, then book a SAT appointment for the RFC if you will be paid locally or need to invoice. In Tijuana the RFC matters slightly more than elsewhere, because the border-zone tax stimulus is administered through SAT registration and has its own notice deadlines.

    Renew inside Mexico, and plan the four-year cliff

    Renewals are filed at INM in Baja California, never at a consulate again, and must be started before the card expires. Temporary residency runs to a maximum of four years in total, after which you switch to permanent residency or leave.

Things most newcomers don’t know

Being waved through southbound is not an entry — and it can quietly kill your application.

Mexico inspects only a fraction of southbound vehicle traffic at San Ysidro and Otay, so it is entirely normal to drive into Mexico without speaking to anyone. For a tourist that is merely a paperwork risk. For someone holding a residency visa sticker it is fatal to the process: without an entry record marked for canje there is nothing for INM to exchange, and the 30-day clock is running regardless. Park, walk into the INM module, and get the record created deliberately.

Mexican residency gives you nothing at all going north, and people conflate the two constantly.

A Tarjeta de Residente is a Mexican document. It does not create, restore or affect any right to enter the United States, and a US visa or trusted-traveler membership does not affect your Mexican status either. In a city where a large share of the population manages both, the two are frequently discussed in the same breath, which is how people end up believing one is progress towards the other. Keep them as separate projects with separate advisers.

The solvency thresholds were rewritten in July 2025 and are set in UMA, so every quoted figure ages within a year.

New Lineamientos generales para la expedición de visas were published in the DOF on 25 July 2025, replacing the 2014 rules and restating every amount in days of the UMA, which is revalued each February. Each consulate then converts to local currency itself, which is why San Diego and Los Angeles can publish different dollar figures in the same year. Ask the post that will interview you what it requires for the current year and take the answer in writing; do not plan against a forum number.

Economic-solvency residency does not include the right to work in Mexico.

The solvency route buys legal residence, not a work permit. Taking a Mexican salary or invoicing Mexican clients on it requires either the employer-sponsored route from the start or a permiso para trabajar added to an existing card. Remote workers paid entirely by a foreign entity sit in a grey zone most people accept; anyone joining a Tijuana plant or agency should say so at the consulate.

Common mistakes to avoid

  • Driving south without stopping and never getting an entry record marked for canje.
  • Crossing north during the canje window without a salida y regreso permit, because crossing is routine here.
  • Assuming Mexican residency helps with US entry, or that a US visa helps with Mexican status.
  • Working from pre-2025 solvency figures, or from any figure your own consulate has not confirmed this year.
  • Assuming a solvency-based card lets you take a job at a Tijuana employer — it does not, without a work permission added.
