Toubaculture & etiquette

Alcohol, tobacco, cannabis, gambling, secular music, football, wrestling, skin-lightening products and hair extensions are all forbidden across Touba by a ndigël of the Khalife. Enforcement is by a community committee — Sammu Wormay Touba — which between September 2025 and July 2026 seized and publicly burned 1,019 packets of cigarettes, 2,488 cones of tobacco, 126 bottles of alcohol, 67 cones of cannabis and 1,412 footballs. It says it prefers mediation to punishment, and detained people are generally informed and released. Do not test it.

Covered shoulders and knees at minimum, and for women a head covering near the Grande Mosquée. Public physical affection, photographing people without asking and playing music from a phone are all out. This is not a tourist rule that relaxes in your own flat: the ndigël applies in private space as much as public.

The Grand Magal on 18 Safar brings several million people — the 2025 edition was put at about 6.59 million and organisers expected more than six million again in 2026, when it fell on Sunday 2 August. For roughly a week the population multiplies, every house takes in guests, water and power are strained, and the Ila Touba motorway from Thiès exists largely because of it. Plan your year around this date, which moves against the Gregorian calendar.

Touba sits inside a single land title conceded to the Mouride khalifate — a fifty-year lease over 400 hectares granted in 1928, registered as titre foncier n° 528 in 1930 and held at the Diourbel land registry. Plots are allocated through the Khalife's authority rather than traded on an open market, and disputes are settled inside that system. Get local advice before any money moves; a Dakar conveyancing assumption does not transfer.

The moment you cross the boundary at the Mbacké roundabout, ordinary Senegalese law applies — tobacco is sold openly, and the border zone attracts the trades Touba excludes. Residents who want what Touba forbids go there. Understand that this is a boundary you can accidentally reverse: bringing back what is legal in Mbacké is what gets confiscated in Touba.

The Direction de la Police des Étrangers et des Titres de Voyage sits in Dieuppeul, Dakar. Outside the capital a foreigner's file is lodged with the local police or gendarmerie and travels; Touba is in the department of Mbacké, region of Diourbel. Budget for the extra step and for trips, and do not assume a Dakar friend's timeline applies to you.
