Check whether you qualify for a carte talent rather than a salarié permit
The carte talent — the scheme most sources still call passeport talent — covers qualified employees above a salary threshold, researchers, company founders and several other categories, and its internal categories were merged and rewritten by decree in June 2025. It is issued for a term matching the contract up to a maximum of four years, and carries an accompanying talent-famille permit for a spouse and minor children. Ordinary salarié permits do neither. Employers in the aerospace and space sector use it constantly, but only if you ask before the file is submitted.

Create and monitor your ANEF account
Almost all immigration procedures run through the national platform. Set the account up in your first week and check it weekly during any live procedure, because requests for documents appear inside the account rather than arriving by post.

France has no municipal registration, but its administration constantly asks for a justificatif de domicile in your name. An electricity or internet account is the usual source, and having one unlocks a surprising number of unrelated procedures.

Establish whether the role needs a security clearance, and start it early if so
Defence, launcher and strategic space programmes require an habilitation. The investigation takes months, is conducted by the French authorities, and is a separate question from your right to work. Your employer initiates it, but you should ask about it at offer stage rather than after arrival.

Start renewals at the earliest permitted date
A renewal is filed at the earliest four months and at the latest two months before your current permit expires. The Haute-Garonne handles a large volume of skilled-migration files and processing times exceed the published guidance, so use the front of that window rather than the back: applying early gets you a récépissé that protects your status while the file is considered.

Things most newcomers don’t know

A work permit and a security clearance are different problems, and Toulouse is where that matters.

Immigration status gives you the right to work in France. It does not give you access to a cleared programme. Defence, launcher and much strategic space work requires an habilitation granted after an investigation by the French authorities, and in practice that is difficult without French or EU nationality. Candidates accept offers assuming the visa was the hard part and then find the project they were hired for is closed to them.

Ask for the carte talent before the visa is filed, not after you land.

The carte talent — still widely called the passeport talent, which is what it was called until January 2024 — runs for the length of the contract up to four years and brings a talent-famille card for a spouse and minor children, where an ordinary salarié permit means a one-year card and a partner who has to apply separately. Employers default to whichever route their HR team knows best, and HR teams are not always current on a scheme that was renamed once and restructured again by decree in June 2025. Once the visa has been issued on the wrong basis you are looking at a change of status through ANEF, which is months of work to reach where you could have started.

The three-month validation deadline is the one that quietly ends people's stay.

A long-stay visa marked VLS-TS is not a residence permit until you validate it online and pay the tax stamp. Miss the window and you are out of status with no simple fix — you may have to leave France and restart. It looks like an administrative formality precisely because the visa in your passport appears to be doing the job already.

The platform does not reliably email you when a caseworker asks for something. Files sit untouched for months because an applicant never saw a request they could have answered the same day. During any live procedure, check the account weekly and screenshot every submission — being able to show exactly what you sent and when is the only leverage you have when a file stalls.
