Empadronamiento first — almost nothing else works without it
CriticalThe padrón is the municipal register of residents, and the certificate it produces is what unlocks the public health system, school places, your TIE appointment and your residency renewals. You register at the ajuntament with a passport and proof of address (a rental contract or a utility bill, or a signed authorisation from the property owner). Do it in your first fortnight. People delay it because it seems administrative and then discover they cannot get a health card, a school place or a driving licence exchange without it.
Valencia levies wealth tax, and Madrid and Andalusia do not
CriticalSpain's wealth tax is state-designed but regionally rebated, and the Comunitat Valenciana applies it where Madrid rebates 100% and Andalusia does too. If you hold significant assets, moving to Valencia rather than Madrid or Málaga is a genuinely different tax position on the same Spanish residency. Half of income tax is also regionally set, so the effective IRPF rate differs by autonomous community for the same salary. This almost never appears in comparisons of Spanish cities.
The cita previa is the real obstacle, not the paperwork
CriticalNearly every immigration, tax and social security office requires a prior appointment booked online, and slots for popular offices are released irregularly and taken within seconds. This has spawned an entire grey market in resold appointments. The realistic strategies are to check at odd hours, to use a gestor who has practice at it, and to build a month of slack into any plan that depends on a government appointment. Do not book flights around an appointment you have not yet secured.
Understand the flood geography before you choose where to live
CriticalValencia's river was diverted south of the city after the catastrophic 1957 flood, and the old bed became the Turia park — which is why the city centre has a forest running through it instead of a river. That diversion protected the city proper during the DANA storm of October 2024, but the metropolitan municipalities to the south along the Barranc del Poio — Paiporta, Catarroja, Massanassa, Benetússer, Sedaví — were devastated, with heavy loss of life. If you are looking at the southern metro area, the flood risk maps are public and worth reading, and so is what a specific building did in 2024. This is a normal question to ask an agent here, not an impolite one.
Spain requires identity registration for a SIM, and you need a NIE for most contracts
ImportantUnlike the UK, every Spanish SIM is registered to an identity document. A prepaid SIM can be activated on a passport, which is what you should do on arrival. Contract plans generally want a NIE and a Spanish bank account, so the sequence is prepaid first, contract once you have the number.
The rental market tightened sharply and the good flats go in days
ImportantValencia's popularity with remote workers and the loss of long-term stock to tourist licensing pushed rents up substantially, and the pressure increased again after the 2024 floods displaced households into the city. Come with your documents assembled — NIE, employment contract or proof of income, bank details, and a guarantor or several months' deposit if you are self-employed. Agents move fast and reward whoever is ready.
