Path to permanent residence: Weak. Egypt has no straightforward employment-to-permanent-residence ladder — long-term foreign workers generally keep renewing. Permanent residence and naturalisation exist but are discretionary and slow.
Cost: Ministerial Resolution No. 279 of 2025 reset the fee schedule and it escalates with each year you stay: about EGP 6,000 for the first year, rising by roughly EGP 1,500 a year through year three, then a higher base from years four, seven and eleven onwards, with annual increments and an overall cap of EGP 100,000 (up from EGP 50,000). Add EGP 300 for the licence card, plus Arabic translation, police certificate and medical costs. Residence visa fees are set separately by the Ministry of Interior — confirm current amounts.
Processing time: Ministry of Labour approval typically within about two weeks, followed by a Ministry of Interior security check that can take up to 30 days — so roughly six weeks in a clean case.

Worth knowing

Two ministries, in sequence. People plan around the work permit and are caught out by the Interior security check sitting behind it. Tell an employer your realistic availability is about six weeks, not two.
The fee is not flat — it climbs every year you renew, to a ceiling of EGP 100,000. Anyone planning a long Egyptian posting should model the escalation rather than the first-year figure, and any guide quoting a single fixed work-permit fee predates Resolution 279 of 2025.
The Ministry of Manpower was renamed the Ministry of Labour, and manpower.gov.eg now redirects. Older guidance naming the old ministry is describing the same body.
The HIV/AIDS test must be performed at the Egyptian Ministry of Health's Central Laboratory. Results from your own doctor at home are not accepted as a substitute — an unusual requirement by international standards.
Qualifications must be translated into Arabic, and depending on origin may also need legalisation. This is the most common single cause of delay and it is entirely front-loadable.
Foreign staff may not exceed 10% of an establishment's Egyptian workforce, counted across all branches, with exemptions for free zones, small establishments and cases cleared by the exceptions committee. That cap, not your CV, is often what decides whether an employer can hire you at all.

They are also among the most misquoted figures in the relocation industry, because the firms publishing them sell the service. Confirm the current amounts with the Ministry of Interior or GAFI directly rather than relying on any secondary figure — including this one.
Processing time: Varies with the route and the verification of transferred funds.

Worth knowing

Funds must be transferred into Egypt through official banking channels in foreign currency, and evidencing that transfer is central to the application. Cash purchases and informal transfers do not qualify.
This is a currency-risk decision as much as an immigration one. You are converting foreign currency into an Egyptian-pound-denominated asset in a country whose currency has lost most of its dollar value in recent years.
Residence through property does not confer a right to work for an Egyptian employer. If you intend to take a job, the work permit route is the correct one.
The thresholds have moved more than once. Treat any figure over a year old as unreliable.

Worth knowing

Egypt has no digital nomad visa and no freelance or self-employment residence route. This gap is real, and the tourist-extension pattern is a workaround rather than a designed pathway.
Working for Egyptian clients or an Egyptian employer on tourist status is not permitted. The work permit route is the only lawful way to do that.
Extensions are discretionary. Building a life around repeated renewals carries genuine risk, and it will not support a work permit application later.
It also will not reliably open a bank account — some banks require a residence permit, and a residence permit is what makes most administrative life here routine.
