Cost: USD 2,800 a year in programme fees, plus the USD 10,000 refundable TER deposit you must hold. The decisive economic fact is what it removes: holders are waived the Sustainable Development Fee of USD 100 per person per night that applies to ordinary international visitors — which is what made living in Bhutan financially impossible before.
Processing time: Not yet well established; the programme is new.

Worth knowing

The SDF waiver is the whole story. At USD 100 a night, a month in Bhutan as a tourist costs USD 3,000 in fees alone before anything else. Removing that is the difference between visiting and living.
The deposit is the unusual part and deserves its own scrutiny. Instead of an income test you park USD 10,000 in a gold-backed digital asset held at a Bhutanese bank. It is described as fully refundable on exit, but you are taking counterparty and instrument risk on a young sovereign digital-asset scheme — not something a conventional nomad visa asks of you.
Do not confuse this with living in Gelephu Mindfulness City itself. The GMC build-out does not expect its first residents and businesses until the early 2030s; this programme is a residence permit administered by the GMC Authority that lets you live in existing Bhutan today.
The USD 100 figure is itself a reduction — it was USD 200 until September 2023 and is held at USD 100 until 31 August 2027. It is also not a flat rate: children aged 6–12 pay half, under-sixes nothing, and Indian nationals pay a separate, far lower rate in ngultrum. Cost estimates built on a single global figure overstate it.
The waiver is not unique to this programme — approved foreign workers are formally exempt from the SDF too, under the Department of Immigration's own exemption schedule. What the nomad programme adds is a route that needs no Bhutanese employer.
Holders can reside and travel throughout the Kingdom, not only inside the Gelephu zone — an important detail, since the programme is administered by a special administrative region.
Gelephu Mindfulness City is a special administrative region with its own more flexible regulatory regime, which is why this exists there and nowhere else in Bhutan.
Confidence here is deliberately capped: the programme launched in January 2026, is administered partly through a private partner, and its published terms are still settling. Verify current fees, duration and eligibility directly with the GMC authority before committing.

Processing time: Slow and discretionary — this is not a process you can plan a start date around.

Worth knowing

The SDF exemption is the single most important thing to understand about working in Bhutan. The widely publicised USD 100 per night is a *tourist* charge; approved foreign workers do not pay it. Confirm the exemption is actually recorded against your permit.
Foreign employment in Bhutan is a genuine filter, not a formality. The volume of permits issued is small, concentrated in a handful of sectors, and gated on a test that no suitable Bhutanese candidate exists.
Gelephu Mindfulness City is expected to create employment across construction, hospitality, education, agriculture and wellness, and is recruiting — but that hiring has been aimed primarily at Bhutanese professionals.

Worth knowing

GMC's status as a special administrative region is precisely what allows terms unavailable in the rest of Bhutan. It is also why national-level guidance does not describe it.
The project is early. The special administrative region was established by Royal Charter in February 2024 and its authority is operational with legislative and judicial powers, but first residents and businesses are not expected in the zone until the early 2030s. This is an inward-investment framework, not somewhere you can move to now — the nomad programme above is the route that produces a permit today.
