Visas & Residency

Kyrgyzstan admits a long list of nationalities visa-free and runs an e-visa for everyone else — neither of which is a right to live here. The routes that are: 'Digital Nomad' status for people in IT and software, which has a strikingly low financial bar; the Unified Permit, a single QR-coded electronic document bundling the work visa, the employer's permit to attract foreign labour and the individual work permit; the Investment visa at 10 or 20 million som; and underneath all of them the temporary residence permit. Registration at your place of stay is due within five working days of entry and is the thing that actually catches people.

Total cost
Digital Nomad status is free; it replaces an annual multiple-entry visa officially quoted at US$225 and a work permit quoted at 10,000-20,000 som. Residence-permit duties are modest; notarisation and translation are the real line.
Time needed
e-Visa 5 working days. Digital Nomad status: account activation, then the application, then a 60-day window to file the extension. Work permit: weeks. Residence permit: about a month plus document preparation.
Validity
Digital Nomad status runs 60 days, then one year, renewable annually to a maximum of ten years. Work permits are nominally one to three years but in practice issued for one, because the quota is annual. Temporary residence permits run a year at a time.

Before you start

  • A passport valid well beyond the intended stay
  • For Digital Nomad status: evidence of at least US$5,000 of contract income over a year and at least US$3,000 on account, plus a qualification in ICT or software
  • For the work route: an employer able to obtain a slot in the annual foreign-labour quota for Bishkek's region and industry
  • An address whose owner will cooperate with registration and, later, a residence-permit file

Step-by-step

  1. 1

Check your entry position first — and do not mistake it for a residence right

Kyrgyzstan's Ministry of Foreign Affairs runs the e-visa portal at evisa.e-gov.kg and publishes the full visa classification on it, including the country-by-country eligibility checker. A long list of nationalities enters visa-free; everyone else uses the e-visa. Neither confers the right to work, to trade as an individual entrepreneur or to carry out any profit-generating activity, and neither builds anything toward residence. Business (type B), Sapar (type J) and Foreigner's family (type FF) visas all say so in terms.

Register at your place of stay within five working days

The MFA's own guidance is that foreign nationals, other than those from countries on the published exemption list, must register at their place of stay within five working days of entry. A hotel does this for you automatically. Move into a rented flat and the obligation restarts and becomes yours, and the landlord will very likely not raise it. If you get it wrong the remedy is not a fine at the gate — it is a 'Leave' visa (type L), issued for up to 10 days specifically to regularise an overstay before departure.

If you work remotely in IT, apply for 'Digital Nomad' status

Applications go through dnomad.e-gov.kg in two steps that people conflate: first you apply to activate an individual personal account, and only once that is activated can you file for the status. You need a passport, a facial image meeting the platform's specification, client or employment contracts from the last two years and/or forward contracts, a bank statement showing at least US$5,000 of contract income over one year, a bank certificate showing at least US$3,000 on account, and evidence of a qualification in the field. The status is granted for 60 days, then extended for a year and renewable annually to ten. The Ministry of Labour stresses that an incomplete package is not accepted.

Or go the employer route — the Unified Permit, inside a regional quota

A Bishkek employer must hold a slot in the annual foreign-labour quota, which government sets by industry AND by region — so a Bishkek job and the same job in Osh draw on different allocations, and a full bucket is a stop rather than a queue. The Ministry of Labour put the 2026 national quota at 52,000 workers. Quota allocated to an employer lapses if unused within three months. The permit is employer-specific and non-transferable; two employers means two permits. EAEU citizens — Russia, Belarus, Kazakhstan, Armenia — need no work permit at all.

Move onto a residence permit if you actually intend to live here

The temporary residence permit — the MFA calls the document a 'resident card' — is what confers long-term residence, and it is a separate application from any visa. Files are lodged at a Public Service Centre and need evidence of somewhere to live (the technical passport if you own it, the owner's notarised consent if you rent), evidence of lawful income and a bank account. A bill published in April 2026 would move this to a single-window process, drop the separate 'immigrant status' step and drop the requirement to have already lived here six months — none of which is in force yet.

  • Contracts and bank evidence (Digital Nomad status)

  • HIV antibody certificate and medical examination certificate (Digital Nomad extension)
  • Employment contract and employer permit documents (work route)
  • Landlord's notarised consent and the property's technical passport (residence permit)

Things most newcomers don’t know

Kyrgyzstan's nomad route is qualification-gated, not income-gated, and its money bar is the lowest in the region by an order of magnitude.

US$5,000 of contract income over a full year and US$3,000 sitting in an account is what the Ministry of Labour asks for. Kazakhstan's Neo Nomad visa asks US$3,000 a MONTH. What Kyrgyzstan wants instead is proof you are actually an ICT professional — a diploma, certificates, contracts, recommendation letters — which makes it far more accessible to a junior developer and far less useful to a well-paid non-technical remote worker.

The one-year extension of Digital Nomad status requires you to register as an individual entrepreneur or a company. That is a policy, not a paperwork detail.

The extension document list includes a certificate of registration as an individual entrepreneur and/or an extract confirming registration of a legal entity. The status is designed to route remote workers into the Kyrgyz tax system rather than leave them invisible in it. Plan for an accountant from month three, and look at whether your work qualifies for the High Technology Park before you incorporate — the difference between the HTP regime and the ordinary one is most of your tax bill.

Which nationalities can actually get Digital Nomad status is genuinely unclear from the government's own pages, and it is the first thing to verify.

The Tunduk state services page still describes the PILOT regulation — it states the provision runs until 31 December 2023 — and lists six eligible countries: Azerbaijan, Armenia, Belarus, Kazakhstan, Moldova and Russia. The permanent procedure was adopted in 2025 and press reporting describes a far wider list including the US, UK, Germany, Japan and South Korea. The MFA's visa classification separately provides a Digital Nomad visa (type DN) for 'visa countries', which only makes sense on the wider list. Check on the platform itself before making plans.

The foreign-labour quota is allocated by region as well as by industry, which makes it one of the few genuinely local variables in Kyrgyz immigration.

Most of this system is national law applied identically everywhere. The quota is not: government sets it by industry and by region, Bishkek included. A Bishkek employer and an Osh employer are drawing on different allocations for the same job title, and once a regional bucket is full there is no queue to join — the offer waits for the next annual cycle.

Common mistakes to avoid

  • Treating a visa-free entry or an e-visa as permission to work — none of the short-stay categories confer it, and several say so explicitly
  • Missing the five-working-day registration because the hotel handled the first week invisibly
  • Planning around Digital Nomad status without confirming your nationality is eligible, when the official pages still describe the expired pilot's six-country list
  • Reaching the Digital Nomad one-year extension without having registered as an entrepreneur or a company
  • Assuming a work permit is portable — it is employer-specific and a job change means starting again
  • Renting informally and then discovering the landlord will not be named on a registration or residence-permit file
