The chain is national — nulla osta, type-D visa, entry, then the permesso di soggiorno filed on paper within eight working days at a post office. Bologna's version of it is smoother than Rome's and its comune is better digitised than most, so much of the residence side can be done online with SPID. Things most newcomers don’t know

Bologna's comune does more online than most Italian cities, and general Italian advice will have you queueing unnecessarily.

Residence declarations, certificates, school enrolment, TARI declarations and much of the tax business can be filed with SPID through the comune's own services. A great deal of the folklore about Italian bureaucracy — take a ticket, arrive at seven, bring photocopies of everything — is written from the experience of much slower administrations. Setting up SPID in your first fortnight is the single highest-return administrative act in this city.

The September student wave is a real capacity constraint, not just a queue.

Bologna attracts people who arrive for a degree and never leave. The five-year clock to EU long-term residence has historically treated time on a study permit at half value, so a three-year degree is not three years of residence. If settling is the intention, converting to a work or self-employment permit as early as the rules allow is worth more than accumulating study years and doing the arithmetic at the end.

Most non-EU hiring in Italy is rationed by the decreto flussi, filed on a click day where the year's places disappear in minutes. Highly qualified employment under the EU Blue Card, intra-company transfers, researchers and university teaching all sit outside the quota entirely. Bologna's engineering and research employers hire internationally but not always frequently, and an HR department defaulting to the ordinary work route can cost a candidate a year for no reason.
