Check whether your country converts at all
The RMV converts without testing only from Canada, Mexico and US territories. A licence from Germany, Japan, Australia, India or the UK does not convert. This single check determines whether you face one appointment or a multi-month process, so do it before anything else.

If convertible, order a certified driving record early
You need a certified driving record from the issuing country or territory dated within the last 30 days. Obtaining one from abroad can take weeks, and the 30-day window means you cannot get it far in advance — this timing squeeze is the main practical difficulty of the conversion route.

If not convertible, apply for a learner's permit
You take the permit knowledge test at an RMV service centre, then hold the permit before taking a road test. Massachusetts treats you as a new driver regardless of decades of experience elsewhere. An International Driving Permit does not help and cannot be converted.

Book the road test and arrange a vehicle and sponsor
You must supply a properly registered and insured vehicle and a licensed sponsor. Driving schools provide both for a fee, which for a newcomer without a car is usually the only practical route.

Collect your temporary licence and watch its expiry
After a successful conversion or road test you receive a temporary photo licence valid for 30 days, with the permanent card arriving by post. If the permanent licence has not come before the temporary one expires, chase it — driving on an expired temporary is a problem of its own.

Consider not owning a car at all
Boston is compact and the T covers most of it. Car ownership here means resident parking permits, street-cleaning rules, and snow emergencies during which the city bans parking on main routes and tows without much sympathy. Many residents deliberately go without, and it is a reasonable choice.

Things most newcomers don’t know

Only three jurisdictions convert — and none of them are in Europe or Asia.

Canada, Mexico and US territories. That is the whole list. Texas waives exams for France, Germany, South Korea, the UAE and Taiwan; Florida requires only a vision and hearing test from anyone with a valid licence. Massachusetts offers neither, so an experienced driver from Munich or Tokyo starts from a learner's permit.

The 30-day certified driving record is a genuine timing trap.

The record must be no more than 30 days old at the appointment, and getting one issued and posted from another country routinely takes longer than that. Order it only once your RMV appointment is booked, and choose an appointment far enough out that the document can arrive but not expire. People burn two or three attempts on this.

An International Driving Permit converts to nothing.

An IDP is a translation of your home licence, not a licence in its own right, and Massachusetts will not convert one into a Massachusetts permit or licence. People arrive having obtained an IDP specifically for this purpose and find it worthless for residency, though it remains useful for short-term driving.

Common mistakes to avoid

Assuming your European or Asian licence converts — it does not.
Ordering the certified driving record too early and having it expire before the appointment.
Getting an International Driving Permit and expecting it to convert.
Turning up to a road test without a registered, insured vehicle and a licensed sponsor.
Letting the 30-day temporary licence lapse before the permanent one arrives.
Parking on a snow emergency route and losing the car to a tow.
