Carry an International Driving Permit from day one
It travels with your home licence and cannot be issued after you have left your home country. Obtain it before you fly.

Take your foreign-licence enquiry to the CVR
The Central Vehicle Registry is the body responsible for driver's licence documents and data. Confirm what the Bulawayo office can process locally rather than assuming everything routes through Harare — or that nothing does.

Bring proof of residence
A recent electricity or water bill in your own name, no more than three months old, plus your passport. In a city where the council water account may be in the landlord's name, arrange a landlord letter and a copy of the lease as a fallback before you go.

Expect the VID for any testing
Testing happens at a Vehicle Inspectorate Department depot, separately from the CVR. Two agencies, one licence.

Adjust to the roads
Driving is on the left. Bulawayo's wide grid is a pleasure by Zimbabwean standards but the potholes after the rains are severe, kombis stop without warning, and unlit vehicles at night are common. Residents broadly avoid intercity driving after dark, and the Bulawayo–Beitbridge and Bulawayo–Victoria Falls roads are long and empty.

Things most newcomers don’t know

The streets are wide because of oxen, and that is not folklore.

Bulawayo's grid was laid out so a wagon and a full span could turn around, and the width has never been reduced. It makes the city unusually easy to drive and park in, and it is the first thing anyone arriving from Harare notices.

Two agencies, one licence — going to the wrong one costs a day.

The VID tests, the CVR issues. If your business is a document it is the CVR; if it is a test it is the VID. Newcomers reverse this constantly.

Proof of residence is the document that catches people out.

A utility bill in your own name is the expectation, and a newcomer in a furnished rental often has none. Get a landlord letter and a copy of the lease before the first trip, not after the wasted one.

Do not budget a conversion fee from a blog.

Figures circulate on Zimbabwean advice sites and do not agree. The CVR is the only source worth acting on. This guide deliberately quotes no number rather than repeating one it cannot verify against the ministry.
