    It is a consular visa, applied for at the Angolan mission covering your residence or through SME's portal. Under article 55 it is multiple-entry with a stay of up to 365 days, renewable for equal periods until the contract ends, and it authorises only the specific activity that justified it.

    Confirm your entry route — Luanda or Cabinda directly

    Most people arrive via Luanda and connect on a domestic flight to Cabinda, which keeps the whole journey inside Angola and inside one immigration entry. Any plan involving the land route is a different animal: it exits Angola into the DRC and re-enters, which means DRC visas, two sets of formalities each way, and an Angolan visa that must support the re-entry. Confirm the routing before anyone books anything.

    Apply to SME for the autorização de residência

    The file is national: a letter to SME requesting residence, the form, a current atestado de residência, an Angolan criminal-record certificate, proof of means of subsistence, two 4x5 photographs on a white background, a passport copy including the residence-fixing visa, and the fee receipt. Temporary residence is granted for two years under article 81 and renewed for equal periods.

    Carry the card, and carry copies

    Cabinda has a heavier security posture than most of Angola — checkpoints on the roads north and around the port and oil installations are routine rather than occasional. Keep the resident card on you, keep a photograph of it and of your passport identity page on your phone, and keep photocopies at home.

Things most newcomers don’t know

The exclave makes 'multiple entries' a practical question, not a box on a form.

In most of Angola nobody thinks about entry counts. Here, any land movement to the rest of the country leaves Angola and comes back. That means a single-entry stamp, an expiring visa or a document mismatch turns an ordinary domestic journey into a border refusal — and the border in question is with the DRC, not somewhere you want to be stuck.

Flying is not a preference here, it is the system.

The road route requires DRC transit visas and two international crossings each way. Employers, government and residents all fly the Cabinda–Luanda hop instead. If a relocation package does not include flights, it has not been costed by someone who has lived here.

Cabinda city and Cabinda province are treated differently by the people who advise on risk.

The FCDO advises against all but essential travel to Cabinda Province EXCEPT to Cabinda city — and the reason given is regular violent incidents including kidnapping, plus separatist attacks involving foreigners. Insurers, employers and security advisers use the same distinction, so where a document says 'Cabinda' matters enormously. Check whether yours means the city or the province.

There is no Cabinda-specific immigration regime, whatever anyone tells you.

The province has a distinct history and an active political question, and that generates a lot of confident misinformation about supposed special statuses, permits or exemptions. Lei n.º 13/19 applies here exactly as it does in Luanda. Take the process from SME, not from someone's account of how Cabinda works.

Common mistakes to avoid

  • Assuming Cabinda is reachable by road from Luanda without leaving Angola
  • Planning the land route without DRC visas for both transits
  • Treating the FCDO's province-level advisory as applying to the city, or the city-level exception as applying to the province
  • Arriving on the 98-country tourist exemption intending to work — the exemption prohibits paid employment and residence, everywhere in Angola
  • Letting the residence card lapse when the renewal may require a trip out of the province
  • Believing any account of a special Cabindan permit; the national law is the whole law
