Before you start
- A passport, and a cédula de extranjería once you hold a visa, which allows online RUT registration
- An honest day-count of time physically in Colombia across any rolling 365-day window, entry and exit days included
- Records of worldwide income and assets for the tax year, including foreign balances and property
- Access to DIAN's MUISCA portal and, if you invoice independently from Cali, the municipal hacienda portal
Step-by-step
- 1
Track your days from the day you land
You become a Colombian tax resident on an aggregate 183 days or more within any 365 consecutive days. The window rolls rather than following the calendar year, and residency attaches in the year the 183rd day falls. Residents are taxed on worldwide income; non-residents only on Colombian-source income. Keep a simple running count instead of reconstructing it later from passport stamps.

Register a free RUT with DIAN
The RUT is your DIAN registration and generates your NIT. With a cédula you can usually do it online through MUISCA; with only a passport, DIAN's Cali office handles it by appointment with a pre-filled Formulario 001 and a passport copy. It is free, and banks increasingly want it before opening a foreigner's account.

Convert thresholds using the correct year's UVT
Nearly every Colombian tax figure is quoted in UVT, republished by DIAN each December for the following year. Filing obligations trigger at 1,400 UVT of gross income, consumption or bank deposits, and 4,500 UVT of gross worldwide assets. A return filed this year for last year's income uses last year's UVT. Mixing the two years is a common and material error.

Register for ICA with Cali's Hacienda Municipal if you invoice independently
The Impuesto de Industria y Comercio is a municipal tax on industrial, commercial and service activity carried on within Cali, charged on gross receipts at a rate per thousand set by activity code — and Cali's rates and filing calendar are its own, not Bogotá's. Salaried employment is outside ICA. Independent professionals invoicing from a Cali address are generally inside it, and it is filed with the Departamento Administrativo de Hacienda Municipal.

Ask a contador whether the Régimen Simple fits
The Régimen Simple de Tributación rolls income tax, ICA and some other obligations into one unified rate on gross receipts filed with DIAN. For a small independent professional that removes the two-authority problem entirely and often costs less overall. It is an election with eligibility conditions and an annual deadline, and it interacts badly with foreign tax credits, so it is a conversation rather than a default.

File the declaración de renta between August and October
The tax year is the calendar year and the individual filing window runs roughly mid-August to late October, with your date fixed by the last two digits of your NIT as shown on the RUT, ignoring the verification digit. File and pay through MUISCA. Missing your assigned date triggers automatic late-filing penalties and interest.

Things most newcomers don’t know
Three different authorities can have a claim on you in Cali: DIAN for income tax, the municipality for ICA, and the Gobernación del Valle del Cauca for the vehicle tax on a Cali-registered car.
Colombia's tax system is layered nationally, departmentally and municipally, and a contador who only handles DIAN returns is doing a third of your work. ICA in particular is charged on gross receipts rather than profit, so an independent consultant who has already paid national income tax can still owe a municipal amount they never budgeted for.

Cali's ICA rates and filing calendar are its own. A Bogotá accountant's assumptions do not transfer.
ICA is set by each municipality within national limits, so the rate per thousand for the same professional activity differs between Bogotá, Cali and Cartagena, as does whether you file bimonthly or annually. Advice copied from a Bogotá guide produces both the wrong number and, more expensively, the wrong deadline.

The digital-nomad visa does not shield you from tax residency. 183 days in any rolling 365 makes worldwide income declarable, whoever pays you.
Residency under Colombian law is a pure day count and takes no notice of visa class, employer location or where the money lands. The rolling window also catches people who split time across two calendar years assuming each half is safe. Below the line, a non-resident is taxed only on Colombian-source income, which most remote earners have none of.

For a one-person consulting business, the Régimen Simple can replace the DIAN return and the municipal ICA return with a single filing.
It is the rare genuinely simplifying option in Colombian tax, folding ICA into one national rate on gross receipts and removing the risk of quietly failing to register with the municipality. The conditions and the annual election deadline are real, and it works poorly for anyone relying on foreign tax credits, so it needs a contador's assessment rather than a leap.

Common mistakes to avoid
- Assuming a digital-nomad visa or a foreign employer keeps you outside Colombian tax residency — only staying under 183 days in any rolling 365 does.
- Filing a clean DIAN return and never registering for Cali's municipal ICA as an independent professional.
- Applying Bogotá's ICA rates or filing calendar to Cali, where both differ.
- Converting a UVT threshold with the wrong year's value, which makes every derived figure wrong.
- Missing the filing date set by the last two digits of your NIT, which triggers automatic penalties and interest.
