Status, a Social Security number and a South Carolina licence in 45 days
There is no post-arrival registration in the United States: your I-94 record is your status. In the first weeks you need a Social Security number if you are work-authorised, or an ITIN if not, and a South Carolina licence or ID within 45 days of moving here permanently. You surrender your out-of-state credential when you take the South Carolina one. Charleston adds one thing to the checklist that inland cities do not: work out your hurricane evacuation zone in week one, because the state evacuates this coast by zone and the notice is short.

Both arrival deadlines are 45 days: one for the licence, one to transfer the registration, with a penalty fee for a late vehicle. South Carolina requires no annual safety inspection and runs no vehicle emissions programme anywhere in the state, so the errand list is shorter than in New York or Virginia. Coverage comes from an employer, from HealthCare.gov, or from South Carolina Healthy Connections Medicaid if you fit one of the traditional eligibility categories. South Carolina did not expand Medicaid to low-income adults, so there is a coverage gap: an adult earning below the federal poverty level can be ineligible for a marketplace subsidy and ineligible for Medicaid at the same time. Moving here is a qualifying life event that opens a Special Enrollment Period, so you do not have to wait for the annual window. What to know before you go
Apply for the 4% legal residence ratio, or pay half again in property tax
CriticalSouth Carolina's constitution sets the assessment ratio at 4% for an owner-occupied primary residence and 6% for a second home, a rental or any other real property. The 4% ratio is not automatic — you apply to the county assessor and prove it, and Charleston County's deadline is normally 15 January. It also brings an exemption from the school operating millage, which is a large share of the bill. Two identical houses on the same street can therefore carry very different tax bills depending on whether the owner filed a form.
You cannot register a car until you have paid the county property tax on it
CriticalSouth Carolina taxes personal motor vehicles annually as property, at a 6% assessment ratio, billed by the county rather than the state. The SCDMV will not register or renew a vehicle until you produce the paid receipt from your county treasurer. Newcomers from states with no vehicle tax — most of the west — arrive expecting a flat registration fee and meet a recurring bill instead. Budget for it as an annual cost, not a one-off.
Forty-five days for the licence, and forty-five for the vehicle
ImportantSCDMV gives a new permanent resident 45 days to exchange an out-of-state licence or ID, and 45 days to transfer vehicle registration; late registration carries a penalty on top of the normal fee. You surrender the old licence when you take the South Carolina one. Military members and students living here temporarily are not required to convert.
The flood map, not the postcode, sets what a house costs to own here
CriticalCharleston floods from the sky, the sea and the water table, sometimes at once. FEMA's Risk Rating 2.0 prices flood insurance by the individual building rather than by zone, so two houses a block apart can differ enormously. Get a flood quote for the exact address before you commit to it, whether you are buying or renting — a lender in a special flood hazard area will require the policy, and a renter needs contents cover the landlord's policy will not provide.

South Carolina did not expand Medicaid, so there is a coverage gap under the poverty line
ImportantCoverage here comes from an employer or from HealthCare.gov, the federal marketplace. South Carolina is one of the states that did not take Medicaid expansion, which means adults whose income falls below the federal poverty level can be too poor for a marketplace subsidy and still ineligible for Medicaid. If your income will be low or irregular in the first year — freelance, part-time, a spouse not yet working — model it before you assume you are covered.

SC Ports runs the eighth largest container port in the United States and says one in nine South Carolina jobs is connected to it. The harbour takes the largest vessels calling the East Coast without tidal restriction — the 16,828-TEU OOCL Iris is the biggest to date — which is what pulled the manufacturing below into the state.

Boeing's North Charleston site is the sole final assembly line for the 787 Dreamliner, and it sits next to Charleston International, which shares its runway with Joint Base Charleston. Between them, aerospace and the military are the reason this metro has an engineering labour market at all.

Volvo's only US plant is 40 minutes up I-26 in Berkeley County, Mercedes assembles Sprinter vans in North Charleston, and Bosch has been in Ladson since the 1970s. The pattern is European manufacturers using the port — which is the whole industrial strategy of coastal South Carolina.
Healthcare & life sciences
Medical University of South Carolina (MUSC), Roper St. Francis Healthcare, Trident Health, Ralph H. Johnson VA Medical Center
MUSC is an academic medical centre, a medical school and one of the largest employers in the region in a single institution, with the state's children's hospital on the peninsula. Healthcare is the counterweight to tourism in a metro that would otherwise be dangerously seasonal.
Technology
Blackbaud (Daniel Island), Booz Allen Hamilton, Charleston Digital Corridor member firms, SPARC-lineage software shops
Charleston markets itself as 'Silicon Harbor' and the label is half-earned: Blackbaud is a genuine home-grown public company headquartered on Daniel Island, and there is a real defence-adjacent software cluster around the Navy's information warfare centre. It is a scene of dozens of firms, not hundreds.
Tourism & hospitality

Tourism is the sector that shapes daily life most visibly — it sets the price of a peninsula flat, fills King Street, and provides a large share of the metro's jobs at wages well below the aerospace and port side. It also means your neighbourhood may be half short-term rental.

The Battery & White Point Garden
Landmark · The southern tip of the peninsula
The seawall promenade where the Ashley and Cooper meet, with the antebellum houses of South of Broad behind it and Fort Sumter out in the harbour.
Local tip: Walk it at high tide on a king tide day and you will understand the city's whole engineering problem in ten minutes — the harbour comes up level with the promenade and the drains run backwards.
International African American Museum
Culture · Gadsden's Wharf, on the Cooper River
Opened in 2023 on the wharf where a very large share of enslaved Africans first landed in North America, raised on pillars so the ground itself stays untouched.
Local tip: Go before any of the plantation houses, not after. It reframes everything else you will see here, and the African Ancestors Memorial Garden outside is free to walk through.
McLeod Plantation Historic Site
Culture · James Island, ten minutes from downtown
A Sea Island cotton plantation interpreted from the perspective of the enslaved people who worked it and of the Gullah Geechee community that lived in its cabins into the 1990s.
Local tip: This is the one to choose if you only do one. The row of cabins was occupied within living memory, which does more to collapse the distance than any exhibit.
The Angel Oak
Nature · Johns Island, 40 minutes south-west
A Southern live oak with a canopy spreading over 17,000 square feet, its limbs resting on the ground and rising again. Estimates of its age run to several centuries.
Local tip: Free, and best on a weekday morning before the coach parties. Combine it with the farm stands on Johns Island — this is still working agricultural land, five miles from a $2,000 studio.
Arthur Ravenel Jr. Bridge
Landmark · Between downtown and Mount Pleasant
A cable-stayed span over the Cooper River with a separated pedestrian and cycle lane running its full length.
Local tip: The lane is a genuine piece of transport infrastructure, not a viewpoint — people commute over it. Run or ride it at sunrise; the wind at the top is a lot stronger than it looks from the ground.
Shem Creek & the Old Village
Hidden gemFood · Mount Pleasant, across the bridge
A working shrimp-boat creek with a boardwalk, restaurants on stilts and dolphins in the channel, next to the oldest part of Mount Pleasant.
Local tip: The tourist version is the boardwalk bars. The better version is buying shrimp off the boats at the docks in season, then walking Pitt Street in the Old Village at dusk out to the old bridge pier.
