A valid licence from another US state generally converts without a road test. A foreign licence may mean the knowledge and road tests — confirm your specific country with the SCDMV before booking, because it decides how many appointments you need.

Pay the county property tax on the vehicle first
This is the step out-of-state arrivals do not expect and it comes before, not after, registration. The Charleston County Auditor calculates the bill from the vehicle's value at a 6% assessment ratio; the Treasurer takes the payment and issues the receipt the SCDMV requires. Doing it in the wrong order means two trips.

Transfer the registration and title within 45 days
Bring the out-of-state title — the registration alone is not enough — plus your paid tax receipt and proof of South Carolina insurance. Registering late attracts a penalty on top of the normal title and registration fees.

Skip the inspection and the emissions test entirely
South Carolina has neither. There is no periodic safety inspection and no vehicle emissions programme in any county, so nothing in the registration path requires you to take the car anywhere for a test. Do not budget time or money for one.

Coastal postcodes price differently from inland ones, and the same is true of the wind and flood cover on whatever you park the car outside. Quote the address you are actually moving to before you sign a lease or a purchase contract.

Learn which roads flood, and check the tide before a storm commute
The Crosstown, parts of the Septima Clark corridor and low blocks in the Market and Harleston Village go under on a heavy rain at high tide, sometimes with no rain at all on a king tide. Salt water and a car's electronics are a bad combination and comprehensive cover is not a plan. NOAA publishes the tide predictions for the Charleston harbour gauge; locals genuinely check them.

Things most newcomers don’t know

The car is taxed as property, every year, by the county.

South Carolina assesses personal motor vehicles at 6% of value and bills the tax through the county rather than the SCDMV. Anyone arriving from Idaho, Washington or Texas has never paid this and does not budget for it; anyone arriving from Virginia or Kentucky knows it well. On a newer car it runs to several hundred dollars a year, and the SCDMV blocks registration until the receipt exists.

There is no inspection and no smog test anywhere in the state.

South Carolina runs no periodic safety inspection and no vehicle emissions programme in any county. That is a genuine simplification against New York, which tests every car annually for both, and against Virginia and Texas, which test in named areas. The whole registration path is documents and money, with no appointment at a garage.

The title, not the registration, is the document that matters.

South Carolina wants the out-of-state title to transfer a vehicle. If a lender holds it, or it has been lost, you need to sort that out with the issuing state before you move — a duplicate title from another state takes weeks and the 45-day clock does not stop for it.

Salt water on a road is not a puddle.

Charleston's flooding is frequently tidal rather than pluvial, which means the water on the street is salt and it is coming up through the drains. Driving through it does far more damage than fresh water and it is the origin of a lot of the flood-damaged cars that circulate in this market afterwards. Check the tide table, not just the forecast.

Common mistakes to avoid

Going to the SCDMV before paying the county property tax, and being turned away.
Budgeting for a flat registration fee and meeting a recurring property tax on the vehicle.
Bringing the registration but not the title.
Letting the 45-day window lapse and paying the late-registration penalty.
Driving through tidal salt water because it looked shallow.
Buying a used car in a coastal market without running the VIN for flood history.
