Check whether your issuing state is recognised for exchange
EU/EEA licences exchange directly. Beyond that Ireland has agreements with a defined list, and recognition is sometimes at state or province level rather than nationwide — check your specific issuing authority, not your country.

Book an NDLS appointment
Exchanges and applications are handled at National Driver Licence Service centres by appointment. Cork has NDLS coverage, so this step at least does not mean a trip to Dublin.

Work out the commute before you commit to being car-free
Cork city itself is walkable and bus-served, and the commuter rail reaches Cobh, Midleton and Mallow. Ringaskiddy, Currabinny, Little Island and Ovens are a different question, particularly outside office hours.

Things most newcomers don’t know

In Cork the licence is a job-access problem, not a convenience.

The plants that do most of the hiring are on the harbour and at the western edge of the city, and shift patterns rarely match bus timetables. A Dublin arrival can genuinely postpone driving for a year; a Cork arrival on a Ringaskiddy contract usually cannot.

Recognition can be state-level, not country-level.

For several countries Ireland recognises particular states or provinces rather than the whole nation, so 'my country is on the list' is the wrong question. Check the issuing authority printed on your licence.

The twelve EDT lessons cannot be shortened by experience.

If you fall outside the exchange list you take the full Essential Driver Training syllabus like a seventeen-year-old, whatever your history. Budget the time and the cost from the start rather than discovering it at the NDLS counter.

Ask your previous insurer for a claims-free letter before you leave.

Irish motor insurance is expensive and heavily rated on Irish no-claims history. Written proof of claims-free years abroad is accepted by some Irish insurers and can move the premium substantially — and it is far harder to obtain once you have moved.

Common mistakes to avoid

Assuming a licence from a non-listed country can be exchanged.
Planning a car-free life around a job on the harbour side of the city.
Not requesting a claims-free letter from your previous insurer before leaving.
Letting the permitted period on a foreign licence lapse, which can void your insurance as well as your licence.
