Open a mobile-money wallet on arrival
Wave and Orange Money both open in minutes on a passport or ID at any agent, of which Dakar has thousands. Wave charges nothing for person-to-person transfers and 1% to withdraw, capped; Orange Money made withdrawals free in 2025 and keeps the larger agent network. Carrying both is normal here, not paranoid — some merchants take one and not the other.

Register the SIM the wallet sits on, properly
Your wallet is only as durable as the line under it, and the ARTP suspended unidentified SIMs nationally on 31 March 2025 after a grace period. Identify the line in your own name with your passport at an operator agency — a wallet on a borrowed or unregistered SIM is a wallet you can lose overnight.

Open the bank account with a complete file
Bring the passport, the residence document, an address proof under three months old, two photographs and, if you have it, a payslip. Senegalese banks — CBAO, Société Générale, Ecobank, Bank of Africa, BICIS, UBA — will generally open the same day on a complete file and stall indefinitely on an incomplete one. Ask which of them is on the union's instant-payment rail if bank-to-wallet transfers matter to how you live.

Know the nineteen free services, and say so at the counter
BCEAO Instruction n° 004-06-2014 makes nineteen banking services free with no conditions attached, and its Article 2 says so in terms: account opening and closure, monthly statements, salary domiciliation, cash deposits and withdrawals at your own bank, own-bank ATM withdrawals, card payments across the union, intra-bank transfers, receiving national and international transfers, and setting up standing orders. Cite the instruction by number if you are quoted a fee for any of them.

Plan how money leaves the CFA zone before you need it to
Transfers out of the union are the real cost centre and the real friction: file fees, a levy, an exchange authorisation, a SWIFT charge and a commission stack up, and intermediaries must check that the transfer matches justified income. Keep your payslips — they are the instrument that authorises moving salary abroad. Inside the zone, a transfer to another UEMOA country is cheap and routine.

Things most newcomers don’t know
Three refusals and the central bank can order a bank to open an account for you.
UEMOA regulation gives anyone established in a member state with a regular income the right to an account and lets the BCEAO designate a bank when three refuse in succession. It applies identically in all eight countries, and practically nobody knows it exists — which is why people spend months bank-shopping instead.

Wave was built here, and that is why Senegal is cheap to move money in.
Wave launched in Senegal in 2018 with free P2P and 1% withdrawals, and the incumbents had to answer — Orange Money dropped withdrawal fees in 2025. The competitive dynamic is unusually good for consumers by regional standards, so compare per-transaction rather than defaulting to whichever wallet your employer uses.

A bounced cheque is a union-wide, multi-year problem, not a local one.
Cheque incidents are recorded centrally at the BCEAO and banks must consult the register before issuing a chequebook. An incident from a previous posting in Abidjan or Bamako surfaces in Dakar. Use cards and transfers; the cheque here carries a tail risk newcomers never price in.

Common mistakes to avoid
- Waiting for the residence card before trying to open, when a récépissé plus a complete file often suffices
- Bringing an address document more than three months old — an automatic rejection under the union KYC rules
- Turning up without the two photographs, the single commonest same-day blocker
- Paying for any of the nineteen services the BCEAO made unconditionally free
- Running a mobile-money wallet on an unregistered or borrowed SIM after the March 2025 identification deadline
- Discovering the cost of an out-of-zone transfer at the moment you need to make one
