Book the DPS appointment first
Availability, not the 90-day rule, determines when this actually happens. Book as soon as you have a Texas address you can evidence with two documents.

Establish whether you convert or test
A valid licence from another US state generally converts on surrender. A foreign licence usually means the knowledge test and often the driving test, though Texas has historically waived tests for holders of licences from a short list of countries. That list changes — confirm your own country's treatment with DPS before booking.

Get the emissions inspection — you are in a programme county
El Paso County requires an annual vehicle emissions inspection, and without a passing result you cannot renew your registration. Testing is done at licensed inspection stations, not at the county office. Budget for it as a recurring annual errand rather than a one-off on arrival.

Register the vehicle and pay the replacement fee
Register through the El Paso County Tax Assessor-Collector. Since 1 January 2025 non-commercial vehicles pay a flat inspection programme replacement fee at registration in place of the abolished annual safety inspection — which is separate from, and does not replace, the emissions test required here.

Open an El Paso Electric account — there is nothing to shop for
El Paso is outside ERCOT and El Paso Electric is a rate-regulated utility with no retail electric competition. You open an account with the utility; there is no plan to choose, no contract term and no early termination fee. Without a US credit file, expect a refundable deposit.

Learn the mountain, and which route over it you take
The Franklin Mountains run north-south through the middle of the city. Getting between the west side and the north-east means Transmountain Road over the top or the I-10 and Loop 375 around, and the right answer changes with the hour. Model your actual commute in both directions before committing to a neighbourhood.

Treat arroyos and underpasses as absolute during the monsoon
July to September storms deliver a large share of the year's rain onto desert ground that sheds rather than absorbs it. Dry washes and freeway underpasses fill within minutes and the city closes them for a reason. Water over a road is not passable regardless of the vehicle.

Decide whether you will drive across the border, and insure for it
US motor insurance does not cover you in Mexico. Driving into Juárez requires separate Mexican liability cover, bought by the day or the year, and many El Paso residents park on the US side and cross on foot instead precisely to avoid the question. Decide which you are doing before the first trip.

Things most newcomers don’t know

El Paso County has had an emissions test since 2007 — most of Texas has never had one.

The Texas I/M programme covers the Dallas-Fort Worth, Houston-Galveston-Brazoria, Austin and El Paso areas, and adds Bexar County only from November 2026. Someone moving here from Lubbock, Amarillo or the Rio Grande Valley has genuinely never done this, and the first they hear of it is a blocked registration renewal. Diary it annually.

You cannot pick an electricity plan here, and that is not a mistake in the guide.

El Paso Electric operates in the Western Interconnection outside ERCOT, with rates set by the Public Utility Commission of Texas rather than by a competitive retail market. Every 'compare Texas electricity plans' site excludes this address. It also meant El Paso was not part of the isolated grid that failed in February 2021 — the single clearest practical advantage of living out here.

The mountain in the middle of the city is a real routing constraint.

The Franklin Mountains split El Paso into a west side and a north-east, joined by Transmountain Road over the pass and by I-10 and Loop 375 around the ends. A five-mile straight-line distance can be a twenty-five minute drive. Look at the pair of addresses on a map with the range on it before deciding a commute is short.

Your US car insurance stops at the bridge.

US policies do not provide cover in Mexico, and Mexican law requires liability insurance from an authorised Mexican insurer. People drive across for a lunch, have a minor collision and discover this at the worst moment. Buy day cover, or park on the US side and walk over — which is what a large share of El Paso does.

Common mistakes to avoid

Assuming Texas has no emissions testing. El Paso County has had it since 2007.
Relying on pre-2025 advice about Texas vehicle safety inspections, which no longer apply.
Trying to shop for an electricity retailer at an address that has no retail competition.
Letting the 90-day window run down while DPS appointments book out.
Driving into a flooded arroyo or underpass during the monsoon.
Driving into Juárez on US-only insurance.
Planning to take the driving test in a rental car, which most agreements forbid.
