Residency, the canje deadline and the CURP that unlocks everything

Mexican temporary residency starts outside Mexico. A consulate abroad issues a visa sticker, you enter Mexico with that sticker and the entry record marked for canje, and you then have 30 days to begin the exchange at INM for the physical Tarjeta de Residente. The Guadalajara office serves the whole of Jalisco and appointment slots move faster than Mexico City's, but the 30-day clock does not care. The card carries your CURP, and the CURP is what actually unlocks the bank account, IMSS, a postpaid phone line and an RFC.

A consular fee in the mid-fifties of US dollars, plus MXN 11,141 for a first one-year card — or MXN 5,570, half the card fee, if you can show INM the stay is for family unity or on an offer from an employer holding a current constancia de inscripción. Immigration lawyers and relocation agencies charge on top, typically USD 500–1,500.
Time needed
About six to twelve weeks end to end — the consular stage abroad, then the 30-day canje window plus two to six weeks for card production in Guadalajara.

The first card is normally one year, renewable for one, two or three more, to a four-year maximum. Permanent residency has no expiry and is reachable after four years of temporary residency, or directly on higher solvency, retirement income or family links.

    Establish your basis: sponsored offer or economic solvency

    Guadalajara's multinationals — Intel, Oracle, HP, IBM and the larger EMS plants — hold a Constancia de Inscripción de Empleador with INM and file the job-offer petition for you, producing an authorisation number you carry to the consulate. If nobody is sponsoring you, the solvency route needs original bank or investment statements — twelve months of balances, or six months of income. You qualify on income or on savings, not on a blend of the two, and the amounts are now fixed nationally in UMA rather than left to each post.

    Apply at a Mexican consulate abroad

    Attend in person with the passport, photo, form, fee and either the employer authorisation or your solvency evidence. The consul interviews you and, if satisfied, places a residente temporal sticker in the passport. This step cannot be done from inside Mexico — entering as a tourist and trying to convert is not an available path for these categories.

    Enter Mexico with the entry record marked for canje

    Fly into Guadalajara within 180 days of the sticker being issued and tell the officer at the counter that you hold a residency visa, so the entry record is marked for exchange rather than as a tourist. Guadalajara's airport handles this routinely, but you must say it — being processed as a tourist is the single mistake that forces a restart.

    Open the canje at INM Jalisco within 30 days

    File the exchange on the INM portal, pay the derechos through a bank or online, and attend the Guadalajara office for fingerprints and photo. The Jalisco office serves the whole state, so slots are less scarce than in Mexico City, but the 30-day window starts the day you land and is enforced strictly.

    Collect the card, then confirm your CURP and request an RFC

    The physical card shows your CURP. Confirm and print the definitive version at the RENAPO portal, then book a SAT appointment for the RFC if you will be paid locally or need to invoice. Doing both in the same week means the bank account and phone contract stop being blocked.

    Renew inside Mexico, and plan the four-year cliff

    Renewals are filed at INM in Guadalajara, never at a consulate again, and must be started before the card expires. Temporary residency runs to a maximum of four years in total, after which you switch to permanent residency or leave. Start the permanent application months ahead rather than in the final weeks.

Things most newcomers don’t know

The solvency thresholds were rewritten in 2025, are set in UMA rather than the minimum wage, and went up sharply.

New Lineamientos generales para la expedición de visas were published in the DOF on 25 July 2025 and took effect that August, replacing the 2014 rules and restating every amount in days of the UMA. For temporary residency on solvency the test is now an average monthly balance of 11,460 UMA-days over twelve months, or net monthly income of 680 UMA-days over six — at the 2026 UMA of MXN 117.31 a day, roughly MXN 1.34 million in savings or MXN 80,000 a month, plus 220 UMA-days for each dependant. The UMA is revalued every February, and each consulate converts to local currency itself. Any figure quoted from before August 2025, in a forum or a blog, is describing a regime that no longer exists.

The 30-day canje window is the deadline that voids everything behind it.

The clock starts the day you enter Mexico, not the day you find a flat. Missing it can lapse the whole application and send you back to a consulate abroad, forfeiting the consular fee and the flights. The fix is unglamorous: create the INM portal filing and book the Guadalajara appointment before you fly, so the first week in the city is collection rather than discovery.

Economic-solvency residency does not include the right to work in Mexico.

The solvency route buys you legal residence, not a work permit. Taking a local salary or invoicing Mexican clients on it requires either the employer-sponsored route from the start or a permiso para trabajar added to an existing card. Remote workers paid entirely by a foreign entity sit in a grey zone that most people accept, but anyone planning to join a Guadalajara employer should say so at the consulate rather than converting later.

Leaving Mexico mid-canje without an exit permit can undo the exchange.

Between filing the canje and collecting the card you hold no valid travel document for re-entry. Travelling abroad in that gap without an INM salida y regreso permit can void the process. It catches people with a wedding or a work trip in the first two months, and the permit itself is a short filing that is far easier to obtain before you need it than to explain afterwards.

Common mistakes to avoid

  • Being processed as a tourist at the airport instead of for canje — say the word at the counter.
  • Working from pre-2025 solvency figures — the thresholds were rewritten in UMA in July 2025 and rose steeply.
  • Assuming a solvency-based card lets you take a Guadalajara job — it does not, without a work permission added.
  • Waiting until you have found somewhere to live before opening the canje filing.
  • Travelling out of Mexico between filing the canje and collecting the card without a salida y regreso permit.
